Mykolaiv inspects scandalous unfinished building on Namyv: plans for it reappear

In Mykolaiv, 185,000 hryvnias was spent this year to inspect the condition of the unfinished building of the Stolytsia Bank at 43 Ozerna Street in the Namyv neighbourhood. Perhaps in the future, a space for young people will appear there.

This was reported by the Capital Construction Department of the Mykolaiv City Council in response to a request from NikVesti.

The building was purchased for 11 million hryvnias in 2017 to house the House of Culture. However, the building was never used. From 2021 to 2024, no funds were allocated for it at all.

Mykolaiv's budget for 2025 allocated 1 million 414 thousand hryvnias for the project «New construction of a non-residential building». As of August this year, 185.3 thousand hryvnias was spent on the unfinished building for the facade survey and technical inspection.

In a commentary to NikVesti, Oleksii Savchuk, director of the Capital Construction Department, noted that even without full funding, the facility remains in the budget plan and is in the field of attention of the city authorities. According to him, the situation is similar with other projects, such as the Shyroka Balka overpass or the Aliaudskyi Bridge, for which the city continues to look for investors and donors.

«This year, Namyv appeared, it was not there in 2022, 2023, or 2024. The technical survey was done before the war. We have facilities such as the Shyroka Balka overpass, for which we are still looking for investors and donors. There are projects such as the Aliaudskyi Bridge, and we are also looking for funding there. I think that these 5-7 objects can be found in the budget schedule. If they go from year to year with a zero budget, because we understand that 5,000 hryvnias is a zero budget, it still does not mean that we do not work with them,» said Oleksii Savchuk, Director of the Capital Construction Department.

In a commentary to NikVesti, Vice Mayor Serhii Koreniev added that it is planned to turn the building at 43 Ozerna Street into a space for young people — a centre for creativity and leisure.

«As far as I know, there are plans to design this building for youth creativity, to have such a space there. And the Capital Construction Department knows more detailed plans,» said Vice Mayor Serhii Koreniev.

It should be noted that earlier there were also plans to renovate the building and open a centre for leisure and development of children's creativity.

Unfinished construction on Namyv

In May 2017, the Mykolaiv City Council decided to purchase an unfinished building at 43 Ozerna Street in the Namyv neighbourhood for 11 million hryvnias to house the House of Culture. Later, many deputies considered the purchase inappropriate and expressed their dissatisfaction with the high price. It was also reported that the cost of the building was overstated by 5 million hryvnias.

The NABU took up the case of the purchase of the unfinished building on Namyv.

In 2019, Oleksandr Sienkevych said that he could not wait until the investigation into the purchase of the unfinished building was over, as it would fall apart during this time. He proposed to move this issue into the public sphere so that the police could carry out work on the site and the city could build a building «for children».

In February 2020, it became known that the case of the unfinished construction at Namyv was again referred to the NABU. The examination found that the city council had overpaid 2.2 million for the building.

In July 2021, Mykolaiv Mayor Oleksandr Sienkevych announced plans to submit the building for funding from the state budget. After the renovation, the building was to be used as a centre for leisure and development of children's creativity.
