Poll: 76% of Ukrainians strongly oppose «Russia's peace plan»

76% of Ukrainians strongly disagree with peace talks on Russia's terms. Only 17% of respondents admitted the possibility of agreeing to this option.

These are the results of a survey conducted by the Kyiv International Institute of Sociology.

The most acceptable option for Ukrainians is the conditional peace plan proposed by Europe together with Ukraine — 54% support it. In May, this option was approved by 51%. 30% of respondents oppose it.

The conditional US plan is supported by 39% of Ukrainians, but remains unacceptable to 49%. For comparison, in May, 62% were against it.

What do these three options for a peace plan entail?

  • Russia's plan: Reduction of the Ukrainian army, rejection of NATO, transfer of Kherson, Zaporizhzhia, the entire Donetsk, Zaporizhzhia and Kherson regions to Russia. Ukraine recognises these territories as part of Russia. The US and Europe lift sanctions against Moscow. Ukraine can move towards the European Union.
  • The US plan: a group of European countries (without the US) provides Ukraine with security guarantees. Russia keeps the occupied territories, the US recognises Crimea as part of Russia. Ukraine moves towards the EU. The US and Europe lift sanctions.
  • The plan of Europe and Ukraine: Ukraine receives security guarantees from Europe and the US. Russia maintains occupation, but Ukraine and the world do not recognise it. Ukraine joins the EU, and the US gradually eases sanctions after a sustainable peace is achieved.

The KIIS emphasises that in all regions of the country, the majority of people are against the terms offered by Russia.

The KIIS poll was conducted on 23 July — 4 August 2025 by telephone interviews in all regions of Ukraine (government-controlled territory). A total of 1,022 respondents aged 18 and older who were living in government-controlled territory of Ukraine at the time of the survey were interviewed.

Formally, under normal circumstances, the statistical error of a sample of 1,022 respondents (with a probability of 0.95 and taking into account the design effect of 1.3) does not exceed 4.1%. At the same time, for the peace plans discussed in this press release, an experiment was implemented and we asked respondents for their opinion on one of three randomly selected peace plans (to avoid the effect of the order of responses). Each peace plan was evaluated by 324-351 respondents, which gives an error (with a probability of 0.95 and taking into account the design effect of 1.3) of no more than 7.2%.

As another KIIS poll shows, 48% do not support any concessions on the issue of the country's territorial integrity. Regarding the possible official recognition of certain territories as part of Russia, 68% of respondents were against it. Only 24% are ready to consider such an option, and this refers to certain regions, not all occupied lands — positions may differ significantly depending on the specific territory.
