Mykolaiv City Hall answered whether they will have time to rebuild more than 50 houses for which projects have been ordered in 2026

The city council is not sure that they will have time to rebuild all 54 houses by 2027, for which UAH 150.3 million will be spent under the HOPE project.
This was announced by Deputy Mayor of Mykolaiv Serhii Koreniev during a press conference on 30 August, answering a question from a correspondent of NikVesti.
As you know, Mykolaiv is one of the five communities selected as part of the grant project «Housing Renovation to Restore People's Rights and Opportunities «HOPE», funded by the World Bank. In total, the city authorities submitted 224 houses for competitive selection, of which 54 were selected and divided into 21 clusters.
Kateryna Sereda, editor-in-chief of NikVesti, asked the mayor if the houses would be rebuilt according to the projects before the deadline.
After that, Mayor Oleksandr Sienkevych referred the question to his deputy, Serhii Koreniev.
«Kateryna Sereda asked if you had any concerns that you would finish developing the design and estimate documentation, but not get down to business, to construction. Simply because we will not be in time, and the project documentation will be outdated,» said Oleksandr Sienkevych.
According to Serhii Koreniev, the announcement of tenders for the design of houses should begin in August 2025.
«Everyone is well aware of the deadlines, that it is impossible to design a courtyard in 2-4 months. Sometimes it is two, three, four houses in one cluster, along with landscaping, along with changing the actual space where people will live.
Everyone understands that the design will take a certain amount of time. The procurement announcement is expected in August. After that, a logical period of time will be allocated for the design and then a logical period will be given for the construction,» said Serhii Koreniev.
The deputy mayor added that all 54 houses in Mykolaiv will not be rebuilt in time for the next year.
«This does not mean that everything will be completed in 2027. It means that the number of man-hours envisaged in the project will be the number of man-hours we will expect our contractors to build. The HOPE project and the World Bank are counting on this,» said Serhii Koreniev.
He explained that the reconstruction of these houses includes the restoration of the entire residential infrastructure of the yard.
«The amount that has been allocated is allocated for the design of not only the houses, but also the entire housing infrastructure in these clusters. This applies, for example, to the electricity substation in this cluster. Therefore, the amount allocated is impressive. But this does not mean that this amount will be spent, as the procurement procedures will be monitored by the World Bank and the project management team,» added Serhii Koreniev.
Mayor Oleksandr Sienkevych added that the city authorities will also be looking for project organisations, as they must meet the criteria set by the World Bank.
«I must say that we are appealing to all project organisations that are in the city of Mykolaiv. A search for these project organisations will be organised, because it is not just a matter of finding organisations that meet the World Bank's criteria,» said Sienkevych.
He also added that finding such project organisations can be problematic.
«It's not just that some organisations came out of the basement and decided to work on the project. There will be additional criteria, because the winners will be selected on the World Bank's site. This is another problem. Because the problem is not just making this project, but even whether there are designers who can do it in time. And this is a big problem for us. We really hope that they understand this,» added Oleksandr Sienkevych.
As a reminder, the Department of Housing and Communal Services reported that they do not plan to rebuild residential buildings destroyed by Russian shelling in 2025, as the city budget does not have the funds for this.
What about the restoration of houses in Mykolaiv?
In 2024, 45 million hryvnias is planned to be spent from the Mykolaiv budget to restore damaged or destroyed apartment buildings, while in 2023, 40 million hryvnias was allocated for this purpose.
The first multi-storey building in Mykolaiv damaged by shelling was repaired at the expense of the city budget in July 2023. It was a building on Krylova Street that was hit by a Russian missile in the summer of 2022.
At the end of the year, the Department of Housing and Communal Services of the Mykolaiv City Council reported that in 2023, four residential apartment buildings that had been damaged by shelling by Russian troops had been overhauled.
After that, the Department of Housing and Communal Services announced a tender for the restoration of a five-storey building in the centre of Mykolaiv, which was destroyed by a Russian missile in autumn 2022. Subsequently, NikVesti showed how the process of its restoration is going.
And in April 2024, the Department of Housing and Communal Services announced another tender for the overhaul of a high-rise building at 132 Kosmonavtiv Street in Mykolaiv. Three other buildings awaiting reconstruction are those at 2 Aliaudy, 61 Raiduzhna and 142 B Kosmonavtiv.
At the same time, the city council supported the allocation of funds from the Mykolaiv budget for technical inspections of private houses affected by the war.
