Russian prisoners will now pay taxes — Cabinet of Ministers approves draft law

On Friday, 9 May, the Cabinet of Ministers of Ukraine adopted a draft law regulating the taxation of the income of Russian prisoners of war.

This was announced by the government's representative in the Verkhovna Rada, Taras Melnychuk.

The new law provides for amendments to the Tax Code of Ukraine to reflect the personal income tax and military fee charged on the wages of prisoners of war in the calculations.

According to the Geneva Convention relative to the Treatment of Prisoners of War and its Additional Protocol, prisoners of war will be recognised as a separate category of non-residents. Tax agents - detention camps, penitentiary institutions and pre-trial detention centres — are required to record the total amount of income of prisoners of war and withheld taxes.

Earlier, it was reported that regional offices of the Coordination Headquarters for the Treatment of Prisoners of War would be set up in all regions of Ukraine. Their launch is expected in May this year.
