Kobleve community lost more than ₴120 million due to closure of sea coast

Since the beginning of the full-scale invasion, the Kobleve community has lost 123.2 million hryvnias in income due to the ban on access to sea beaches and the shutdown of the tourism business.
This data was provided by the village council in response to a request from NikVesti.
There were no tourist seasons for three years in a row — from 2022 to 2025. Resort areas by the sea remain closed due to the security situation.
According to the head of the community, Volodymyr Panych, budget revenues have decreased by 65%. In Rybakivka, Luhove and Morske, almost all recreation centres have stopped working.
«Today, only 3.5-4% of the recreation centres in Kobleve are open, mostly those with swimming pools,» says Volodymyr Panych.
Budget losses amounted to:

21.9 million hryvnias due to a drop in business activity and the lack of tourists;
-
70.1 million hryvnias due to lower tax and fee rates in 2022-2024.
Businesses have been asking the authorities for tax holidays, but the community has no legal grounds for this — it is not on the list of areas where hostilities are taking place.
We would like to remind you that in Kobleve, Mykolaiv region, they wanted to open some of the beaches by the summer of 2025. Business owners insisted on reopening the tourist season following the example of Odesa. Despite numerous requests from businesses and the expectations of local residents, the regional authorities were forced to admit that it was impossible to open the sea beaches this year.
As Mykola Marinov, deputy head of the Mykolaiv Regional Military Administration for Tourism, explained, the situation on the sea coast remains dangerous. Due to dense mining and military risks, even the farthest stretches of coastline from the occupied Kinburn Spit cannot be secured.
