«What's stopping him?»: MP Panchenko criticised the developer for delays in handing over apartments to young families in Mykolaiv

Fedir Panchenko, a deputy of the Mykolaiv City Council from the party «Proposal», criticised the developer of a residential building in the Pivnichnyi neighbourhood, which is part of the city's youth housing programme. Despite the fact that the construction has been going on for several years, the facility has not yet been commissioned.
The criticism was voiced at a meeting of the Standing Committee on Economic and Investment Policy of the Mykolaiv City Council, during which Vasyl Fedoronchuk, head of the Mykolaiv Regional Department of the State Youth Housing Agency, reported, NikVesti.
According to him, last year the city budget allocated 14.7 million hryvnias from the general fund and 9.7 million hryvnias from the special fund for the programme. Eight soft loans totalling more than 17 million hryvnias were issued. Young families have purchased 587 square metres of housing at the expense of a soft loan.
Fedoronchuk noted that the house for young families in the Pivnichnyi neighbourhood is 91% complete and is scheduled to be commissioned in the third quarter of 2025. Out of 72 apartments, 57 have already been purchased by young families, including: 5 families of combatants, 5 families with many children, 6 military personnel, 13 law enforcement officers, 4 doctors, 4 teachers, 12 public sector employees, and 8 other categories.
However, the chairman of the commission, Fedir Panchenko, criticised the developer for delaying the deadlines.
«The developer has received funds, 57 out of 72 apartments have been sold, and a good construction project should be fully completed, with all the amenities and everything. We met with you two years ago, and you read out how many sensitive families there are, how many people who deserve to get their own housing, and they were delayed for how long? For 3-4 years? What's stopping them?» asked Fedir Panchenko.
He noted that delays cannot be justified by the war.
«There is an unscrupulous developer. What keeps happening to him? Now in the third quarter, he will postpone the deadlines again, saying that he lacks something. And what options do we have, what sanctions can be applied to him?» asked Fedir Panchenko.
In response, Fedoronchuk explained that the reason for the delay was the examination of gas documentation, which was delayed due to the update of regulations.
«The work is underway. They are interested in handing it over as soon as possible. You understand that it is a big expense for the builders to maintain the building and service it. They don't want to do that. They don't buy vacant apartments, there is no buyer on the primary market who would buy them,» said Vasyl Fedoronchuk.
According to him, the company also developed documentation at its own expense, laid utilities, including water and sewerage. However, this did not convince the MP.
«If the company has pulled up some utilities for its projects, is it our fault or the fault of the people who bought the apartments? When will the construction be finished? Do you have a date for which you can be responsible?» asked Fedor Panchenko.
«I hope it will be commissioned in the third quarter,» replied Vasyl Fedoronchuk.
«We have been hoping for four years. What date can you be responsible for?» said Fedir Panchenko.
«I can be responsible for our candidates and the implementation of the programme, and the builders can tell you about the construction,» said Vasyl Fedoronchuk.
«How did they get into this construction?» asked Fedir Panchenko.
According to Fedoronchuk, the contractor was selected at the level of the state programme.
«Was it the Cabinet of Ministers that selected them? And you were handed a resolution of the Cabinet of Ministers stating that this contractor is building the building in Mykolaiv that will participate in this programme?» the chairman of the commission clarified.
«There were resolutions, presidential decrees, all of that,» answered Vasyl Fedoronchuk.
This answer did not satisfy the chairman of the commission, and he asked to see the relevant documents.
«I'll come to you and show me the Presidential Decree where he appoints the contractor for the facility,» said Fedir Panchenko.
Nevertheless, the deputies took note of the report.
Over the three years of the war, 156 families have been dropped from the waiting list for a preferential mortgage for young people in Mykolaiv.
