Integrity Plan aims to minimise «favouritism» among deputies and officials of Mykolaiv City Hall - draft decision

The draft Integrity Plan of the Mykolaiv City Council aims to reduce the risks of favouritism on the part of deputies and officials in the management of municipal property.
This is stated in the text of the draft decision, which will be submitted to the city council deputies for consideration, according to «NikVesti ».
In the area of «Management of Immovable Communal Property», the authors of the plan identified, in particular:
Favouritism in the alienation of objects - decision-making in the interests of certain individuals or groups to obtain undue advantage.
Private interest in privatisation - inclusion of objects in the local privatisation programme with further lobbying for their transfer to predetermined hands for illegal profit.

In order to reduce or eliminate these risks, the developers propose the following:

Introduce a separate procedure for the alienation of municipal property at the local government level.

Involve the public in determining the list of property that can be alienated.

Establish clear criteria for the validity of alienation.

Provide for public participation in the development and discussion of privatisation programmes.

Define the criteria for including objects in privatisation programmes.
The developers assessed the level of risk at 4 (medium), but according to the methodology of corruption risk assessment of the European Union Anti-Corruption Initiative in Ukraine (EUACI) and the United Nations Development Programme in Ukraine (UNDP), the consequences of such a risk may be high.
Other threats include, for example, the placement of pharmacies and retail outlets owned by persons close to the heads of medical institutions in hospital premises. To prevent this, it is proposed to introduce a requirement in hospital charters to agree lease agreements with local governments, conduct regular inventories of property, and provide open access to information about hospital property (on the website or information stands).
In late July, Olena Kiselyova, Head of the Mykolaiv City Council's Commission on Legality and Transparency, announced the need for a public discussion of the Integrity Plan , a strategic document aimed at identifying and minimising corruption risks in the activities of local authorities.
The MP stressed that the city authorities should receive feedback from Mykolaiv residents. Comments and suggestions can be sent to sov@mkrada.gov.ua.
After that, the Expert and Public Council of the Executive Committee of the City Council initiated an open public discussion. An open meeting to develop recommendations for the draft «Integrity Plan» will be held on 15 August 2025 at 15:00. Registration is available here.
As a reminder, in June 2024, a working group was set up in Mykolaiv to develop the Integrity Plan of the Mykolaiv City Council, which will identify and minimise corruption risks in the work of local authorities.
Earlier, in a commentary to «NikVesti » at the Conference on the Restoration of Ukraine in Rome, Mayor Oleksandr Senkevych said that in the fight against corruption in the city, he believes that the main thing is not personnel, but systemic changes that make it impossible for officials to abuse.
