Sienkevych's reform: Mayor wants to approve new structure of Mykolaiv city council by the end of summer

The mayor of Mykolaiv, Oleksandr Sienkevych, hopes that the updated structure of the city council's executive bodies will be approved by the end of the summer.
He said this when reporting on his work in the first half of 2025, according to NikVesti.
According to the mayor, changes in the structure were developed based on an audit conducted by «Ernst & Young». An internal audit unit has already been created, departments have been merged, and new regulations for the work of the updated bodies have been prepared.
«The structure of the city council is being transformed based on the results of the Ernst&Young audit, and an internal audit has been conducted. Departments are being merged. We plan to submit the decision to the session by the end of summer. I hope we will be able to submit it without any disputes among the deputies and so on. As always, not everyone is satisfied with the decision, and everyone has an opinion on it. But I think that thanks to the expertise of «Ernst&Young», we have finalised it. Because in addition to the «squares» that we discussed, we had to finalise a large number of internal documents that regulate the work of newly created bodies, joint bodies, and so on. This work has already been done, it should enter the approval procedure and be submitted to the session,» said Oleksandr Sienkevych.
So far, the project is undergoing an internal approval procedure, he explained.
What Senkevych proposes in the new structure of Mykolaiv City Hall
Back in April, Mykolaiv Mayor Oleksandr Sienkevych presented a draft of a new structure of executive bodies, which was developed in accordance with the recommendation of the Ernst & Young audit. The new structure envisages a reduction in the number of key spending units, liquidation and consolidation of departments. At the same time, the mayor's office is not yet able to say how much the number of executive body officials and their maintenance costs will be reduced.

At the same time, the draft of the new structure of executive bodies of Mykolaiv city council envisages an increase in the number of deputy mayors to seven. It is planned to create the position of vice mayor for digitalisation.
The draft of the new structure of the executive bodies of Mykolaiv City Council provides for a reduction in the powers of district administrations, which will no longer be the main spending units. The heads of the two districts, who are also deputies, publicly reacted to this: Oleksandr Bereza and Hanna Remennikova.
At the same time, it was reported that Mykolaiv Mayor Oleksandr Senkevych believes that deputies should not combine representative and executive functions, and therefore should not hold positions in the executive bodies of the city council.
