Trump's peace plan includes Russian withdrawal from Kinburn Spit

The US proposal to end the Russian-Ukrainian war, which US Presidential Envoy Steve Witkoff presented to European officials in Paris on 17 April, includes a clause on the withdrawal of Russian troops from the temporarily occupied Kinburn Spit, which is partly within the administrative boundaries of Mykolaiv region.

The full text of the document was published by Reuters on 25 April.

It is worth noting that the Kinburn Spit is the only occupied part of Mykolaiv region. The presence of Russian troops there is, among other things, the reason for the lack of navigation in the waters of the Mykolaiv port. It is also from Kinburn that Russians shell Ochakiv and the Kutsurub community in Mykolaiv region on a daily basis.

The US has presented its «final proposal» to European officials. The document envisages a complete ceasefire and the participation of Ukraine and Russia in negotiations on technical implementation.

According to the published text, Ukraine will receive security guarantees and the right to join the European Union, but not NATO.

As for the territory, the US de jure recognises Russia's control over Crimea and «de facto» — over Luhansk region and parts of Zaporizhzhia, Donetsk and Kherson regions.

Ukraine, in turn, regains territory in the Kharkiv region, regains control of the Zaporizhzhia nuclear power plant through US control and management of the power plant, with electricity distributed on both sides, and the Kakhovka dam.

«Ukraine enjoys unimpeded passage along the Dnipro River and control of the Kinburn Spit», the US proposal says.

As for the economy, according to the plan presented by the American representative, the United States and Ukraine will sign an agreement on economic cooperation. Financial assistance for Ukraine's full recovery will also be returned.

According to the US plan, sanctions against Russia, which have been in place since 2014, should be lifted. The document also mentions US-Russian cooperation in the energy and other industrial sectors.

In turn, Ukraine and Europe have submitted their counterproposals to the US side to end the war. They were also published by Reuters.

As for territorial issues, they also mention control over Kinburn and unimpeded passage along the Dnipro River. However, there are no specifics on regaining control over other territories.

«Territorial issues will be discussed and resolved after a full and unconditional ceasefire. Territorial negotiations begin with the basis of the line of control», the document also says.

Earlier it was reported that Ukraine reiterated its three key demands at the talks in London.
