President of Ukraine Volodymyr Zelenskyy has promised that a plan to end the war in Ukraine will be presented in the coming months, with the goal of achieving peace in 2025.
He made the announcement on 15 February during the Munich Security Conference.
Volodymyr Zelenskyy stressed the need to prepare security guarantees for Ukraine, which will be discussed with the United States and European partners.
«We want peace, we are working on it. We are preparing security guarantees as we see them. We will share them with the United States of America, and I hope that they will share their views as well. A common approach is very important for us and for all European partners,» he said.
The President also stressed the importance of continuing international pressure on Russia through sanctions, noting that this year Ukraine must do everything to end the war and achieve stable peace by 2025.
«So it's very important to prepare all these things over the next months to share this with the US president, to find time for our joint meetings, to develop a joint plan and to put it in front of Putin in this way. And to do all of the things that President Trump is talking about. To continue sanctions, to put pressure, in whatever way he wants. And then end this war. Yes, this year. In 2025, to achieve peace in Ukraine. This is our plan, this is what we really want and this is what we will try to do,» Volodymyr Zelenskyy added.
Peace talks
Earlier, Donald Trump said that the United States was engaged in constructive negotiations on a full-scale war with Ukraine and the Russian Federation. In particular, he expressed hope that agreements would be reached as soon as possible.
He also claimed that Washington had already made some progress in negotiations to end the war between Russia and Ukraine.
In addition, Donald Trump indicated that his administration had already held discussions with Moscow, but did not specify who participated in such a dialogue. Also, during his phone conversation with Volodymyr Zelenskyy, Trump never said that Europe needs a seat at the table in negotiations on Ukraine.
Earlier, Volodymyr Zelenskyy stressed that negotiations between the United States and Russia to end the war without Kyiv's participation pose a threat to everyone.
Volodymyr Zelenskyy also noted that he was ready to sit down with Kremlin leader Vladimir Putin for the sake of peace, despite his hostile attitude. He also added that he did not see a ready-made peace plan from Trump, but conveyed his readiness to negotiate.
However, Russian President Vladimir Putin said he was ready to «allocate people» to negotiate with Ukraine to end the war. At the same time, he called any such talks «illegitimate».
Zelenskyy's victory plan
As a reminder, in October 2024, President of Ukraine Volodymyr Zelenskyy presented «a victory plan» aimed at achieving Ukraine's victory in the war with Russia and ensuring the country's long-term security. The plan consists of five main points and three secret annexes.
Main points of the «victory plan»:
- Geopolitical — inviting Ukraine to join NATO.
- Military — strengthening defence capabilities.
- Deployment of non-nuclear deterrents.
- Economic — economic recovery.
- Security — strategies for the post-war period.
The secret annexes of the plan were shared only with Ukraine's key partners, including the United States, the United Kingdom, France, Germany and Italy. The reaction to the «victory plan» was mixed.
As a reminder, on 31 October 2024, deputies of the Mykolaiv Regional Council unanimously supported President Volodymyr Zelenskyy's plan. How the Mykolaiv City Council voted for Volodymyr Zelenskyy's «victory plan»: list.
