Residents of Ternivka will have their waste collection charges recalculated due to duplicate bills

A separate procedure for recalculating waste collection charges has been approved for residents of Ternivka. This decision is intended to resolve the issue of duplicate bills in the neighbourhood. Residents have been given 90 days to submit applications, along with the necessary documentation, for the recalculation.

The decision was adopted at a meeting of the executive committee today, 22 July, according to NikVesti.

It should be noted that a problem with duplicate bills had arisen in Ternivka because two waste collection operators were operating there — «Mykolaivkomuntrans» and «Evako». In February, the Department of Housing and Communal Services stated at a relevant committee meeting that residents had unlawfully entered into a contract with a transport operator that had not been officially designated for the neighbourhood. Ultimately, «Mykolaivkomuntrans» took legal action against the residents.

At the Executive Committee meeting on 22 July, Ihor Nabatov, Deputy Director of the Department of Housing and Communal Services, explained the situation.

«For a certain period of time, there was confusion over who was providing the household waste management service. In fact, since 2022, the sole service provider across three districts of Mykolaiv — Central, Zavodskyi and Inhulskyi — has been the municipal enterprise «Mykolaivkomuntrans», whilst in the Korabelnyi district it is the municipal enterprise «Obrii-DKP». However, a situation arose whereby, for a certain period, consumers were paying for the service to another provider, the municipal enterprise «Evako»,» said Ihor Nabatov.

According to him, the plan is to resolve the issue through a recalculation. However, residents must provide a set of documents and agree to have their waste collected by the municipal transport service.

«As people should not suffer in this situation or receive duplicate bills, a decision was taken to allow for a recalculation, subject to the following condition: people provide documents confirming the existence of a contractual relationship with the business entity that provided the relevant service, there are no outstanding debts for the relevant period, and they submit an application to be bound by the terms of the public contract specifically with the municipal enterprise «Mykolaivkomuntrans»,» noted the deputy director of the Housing and Communal Services Department.

He emphasised, however, that this is a one-off decision in Mykolaiv. Residents will have 90 days to submit their documents.

«This is not a widespread issue. And most importantly, the decision will only be in force for 90 days. In other words, applications submitted during this period will be considered. Provided that all documents are in order, the recalculation will be carried out. At any other time, this will not be possible,» said Ihor Nabatov.

The Executive Committee supported the approval of this procedure.
