Five members of the Mykolaiv City Council replaced their cars last year

During 2025, five members of the Mykolaiv City Council became owners of new cars. Two more councillors leased vehicles. And in four further cases, the cars were registered in the names of their spouses.

This is evidenced by data from the councillors’ declarations for 2025, which were analysed by NikVesti.

Councillors’ new cars

Councillor Artem Khachaturov (from the ‘For a Healthy City’ group) sold one car in February 2025 and, in December 2025, became the owner of a 2025 Audi Q7 for 3 million hryvnias. On the same day the car purchase was finalised, the councillor took out a loan of 1.2 million hryvnias from Oschadbank.

Since 2024, his wife has owned a 2017 Chevrolet Volt, valued at 600,000 hryvnias.

Larysa Drobot (independent, «Sanation» parliamentary group) became the owner of a 2013 Ford Fiesta in 2025. The car cost 240,000 hryvnias.

Olena Kuzmina (Servant of the People party faction) sold her car in April and in May became the owner of a 2025 Volkswagen Tiguan, valued at 1.8 million hryvnias. Her husband, Ihor Kuzmin — head of the Mykolaiv Intercity BTI — owns a 2020 Volkswagen Touareg worth 1.3 million hryvnias.

Serhii Shcherbakov (elected from the now-banned «Sharii Party», not a member of any groups or factions) became the owner of a 2018 Nissan Rouge at the end of 2025 for 630,000 hryvnias. Last year, he earned 3.1 million hryvnias at Mykolaiv Power Supply Company LLC.

Rustamdzhan Sadridinov (independent) purchased a 2008 Mercedes-Benz CL550 for 400,000 hryvnias. He has also owned a combine harvester since 2013. There are no other vehicles listed in his declaration. Last year, he earned almost 6 million hryvnias as an entrepreneur.

New vehicles for family members

In his 2025 declaration, Oleh Afanasiev (elected from the Sharii Party, «For a Healthy City» parliamentary group) stated that his wife had become the owner of a 2024 Denza Z9GT. Its value was estimated at 2.6 million hryvnias. At the same time, the MP’s wife took out a 1.9 million hryvnia loan for the car

The councillor’s wife has also owned a 2018 BMW X3 since 2020. Oleh Afanasiev himself has owned a 2002 Daewoo Lanos since 2016.

Andrii Turitsa (independent) declared a 2024 Lexus NX350H (3.2 million hryvnias) and a 2014 Toyota Prius (150,000 hryvnias) for the past year, which belong to his wife. She also owns a 2007 Toyota Hiace minibus.

The councillor himself has owned a 2013 Toyota Prius (240,606 hryvnias) since 2024, as well as vehicles purchased in previous years: a Toyota Land Cruiser 200, a VAZ 212140, a Toyota Proace van, and two trailers.

Olena Kiseliova (European Solidarity party faction) stated in her declaration for last year that her husband had become the owner of a 2006 GAZ D.3 van for 25,700 hryvnias. He also owns vehicles purchased in previous years: a Chevrolet Aveo, a Hyundai H-1, a SAZ 3507 van, a mini-tractor, and ZAZ and GAZ vans.

The councillor owns a 2000 ZAZ 110307 and a 2020 Renault Duster.

Ruslan Moskalenko (elected from the now-banned Sharii Party, not a member of any groups or factions) listed his wife’s new cars in his 2025 declaration: a BYD Song Plus EV of the same year (1 million hryvnias) and a 2014 Toyota Venza (400,000 hryvnias). She has also owned a 2012 BMW R1200GS motorbike (127,210 hryvnias) and a 2008 Polaris quad bike since 2012. Ruslan Moskalenko holds a driving licence for all these vehicles.

Car hire

Last year, Vitalii Kim ( Servant of the People party faction), head of the Mykolaiv Regional State Administration and a member of the Mykolaiv City Council, leased a 2024 Volkswagen Touareg R-Line Platinum worth 3.3 million hryvnias. It is stated that the owner is S-Rostok LLC. One of the company’s founders is Rustamdzhan Sadridinov, a member of the Mykolaiv City Council.

Vitalii Kim has also owned a 2015 Mercedes-Benz E200 since 2018, valued at 149,000 hryvnias.

Councillor Tetiana Dombrovska (Servant of the People party faction, Sanation parliamentary group) leased a 2023 Mercedes-Benz GLS 450 in 2025. She has also owned a 2013 BMW X5 since 2017.

It should be noted that declarations were also submitted by the heads of other municipal enterprises in the city: Ihor Holovatyi of «Pilot», Vitalii Shevchenko of «ELU Avtodorig», Petro Vasheniak of the municipal catering enterprise for educational institutions in Mykolaiv, Yurii Smetana of Mykolaiv’s electric transport, Dmytro Chuchmai of «Mykolaiv Parks», and Vyacheslav Misarenko of the «Central City Stadium» municipal enterprise.
