Mykolaiv is looking to approve regulations for the demolition of garages, kiosks and various structures: the property may be transferred to the city

Mykolaiv plans to adopt uniform rules for the dismantling of structures located on illegally occupied land plots. The document sets out the conditions under which the city may take such property into municipal ownership

The relevant draft decision has been submitted to the city council’s executive committee for consideration.

This concerns metal garages, fences, gates, barriers, parking barriers, trading kiosks, street furniture, temporary structures and other non-permanent structures erected without the necessary land documents.

According to the draft, the decision on dismantling will be taken by the city council’s executive committee, and the contractor will be appointed by the mayor by order.

Before dismantling, the structure must be documented, and during the work, a special report must be drawn up containing photographs, a description of the structure and any property that may be inside. After this, the structure will be transported to a temporary storage site.

If the structure is too large or cannot be transported in one piece, it will be permitted to be dismantled into separate parts.

The document states that all costs for dismantling, transport and storage will initially be covered by the contractor. Subsequently, these costs must be reimbursed by the owners of the structures — either voluntarily or through the courts.

To reclaim the dismantled structure, the owner will need to submit an application, confirm ownership and reimburse all costs associated with the dismantling.

The document also specifies that if the owner does not claim their property, information about the dismantled structure will be published on the city council’s website. One month after publication, such property will be deemed a find, and if the owner does not claim their rights within six months, it will become the communal property of the local authority.

The draft also stipulates that those carrying out the dismantling must report quarterly to the city authorities on the work carried out and its results.

It should be noted that the Mykolaiv Department of Housing and Communal Services did not disclose the amount spent on dismantling the memorial plaque commemorating the city’s founding near the chess club on Flotskyi Boulevard.

The memorial had previously been dismantled in the city. The government contact centre received a request for the dismantling of the monument from Vadym Pozdniakov, co-founder of the «Decolonisation.Ukraine» project.

The monument’s creator, the renowned Mykolaiv sculptor Oleksii Baiborodin, explained that the text had been crafted by several artists working together. In October 2025, the artist and long-standing teacher at the Mykolaiv Children’s Art School passed away.
