Education, sports, and support for veterans: ₴824 million in subsidies distributed in Mykolaiv

Deputies of the Mykolaiv City Council approved changes to the budget for 2026. More than 824 million hryvnias in subsidies will be transferred to the city budget.
The decision was supported at a session of the Mykolaiv City Council, according to NikVesti.
According to the director of the city council's finance department, Vira Sviatelyk, the updated budget provides for community revenues in 2026 in the amount of 6 billion 370 million hryvnias and expenditures of 6 billion 99 million hryvnias.
«A draft decision on amendments to the budget of the Mykolaiv city territorial community for 2026 is submitted for your consideration. During the intersessional period, four subsidies were received by the budget,» she said.
In particular, the city will receive:

101 million 61 thousand hryvnias in additional subsidies from the state budget for meals for students of general secondary education institutions;

707 million 634 thousand hryvnias in educational subsidies from the state budget;

8 million 755 thousand hryvnias to pay the salaries of employees of inclusive resource centres;

6 million 334 thousand hryvnias from the regional budget to support the activities of specialists accompanying war veterans and demobilised persons.
In addition, 3 million hryvnias from the regional subsidy will be reallocated to support the municipal basketball club «Niko-Basket» through the Department of Physical Culture and Sports.
It should be noted that this issue was put to a vote several times, as there was not enough votes to reach a quorum. Mayor Oleksandr Sienkevych repeatedly appealed to deputies to join the vote.
«I really like it when deputies say, 'We must support our teachers, help them, raise their salaries, and so on.' Today, the state is transferring funds to support teachers. We don't need to do anything except accept them. And all this talk is, as they say, down the drain. Please, here is the result on the scoreboard. Twenty-six councillors are participating in the vote. We are receiving funds from the state budget to support veterans. What do we have now? Twenty-nine MPs are present at the session, they have just confirmed their registration, but only 26 of them are voting for this budget. Colleagues, I ask the leaders of the factions and groups to work with the deputies, let's get together,» said Oleksandr Sienkevych.
After several repeat votes, the required number of votes was obtained. The decision was supported by 29 deputies.
As a reminder, due to the city budget deficit, Mykolaiv is counting on additional support from the state budget. Mayor Oleksandr Sienkevych is preparing to travel to Kyiv, where he will defend the city's need for a 1.1 billion hryvnia subsidy.
According to the mayor, the city's budget currently only has 82.5% of the funds needed for salaries and utilities. To cover this gap, the Mykolaiv authorities are trying to obtain a subsidy of 1.1 billion hryvnias from the state.
The mayor also said that the head of the Regional State Administration and MPs Oleksandr Haidu, Oleksandr Pasichnyi and Ihor Kopytin are involved in resolving the issue. A joint appeal has already been sent to the Ministry of Finance and the relevant committee of the Verkhovna Rada.
It should be noted that at the end of 2025, 653 million hryvnias remained unspent in the Mykolaiv budget. These are the official data on the use of Mykolaiv's budget funds as of 1 January 2026, published on the official website of the city council.
