Kim explains why Mykolaiv RMA is not ready to check contractors for integrity now

The Mykolaiv Regional State Administration has denied spending 654 million hryvnias on the construction of networks for backup modular boiler houses.

This was discussed during the annual press conference of the head of the regional heating authority for 2025, NikVesti reports.

As you know, Nikcenter journalists previously published a story stating that the Department of Urban Development, Architecture and Capital Construction of the Mykolaiv Regional State Administration had signed a number of contracts for the connection of 18 backup modular boiler houses to the utility networks worth more than 650 million hryvnias. The contracts were concluded outside of tender procedures, and the price information is classified.

However, Valentyn Haidarzhy, Deputy Head of the RMA, noted that the procurement was audited by the State Audit Service and there were no comments. And only 38 million hryvnias worth of work was financed.

— Indeed, the Department of Architecture contacted all manufacturers, received proposals, and then conducted the procedure. What you are saying is about the foundation works. This is 38 million hryvnias for 18 modular boiler houses," said Valentyn Haidarzhy.

— 654 million, said journalist Andrii Popov.

— 650 million is for pipes, gas networks and electricity. This company or any contractor has nothing to do with it. We are talking about physical works, said Vitalii Kim.

However, the journalist clarified that all 18 procurements of the department were called the connection of engineering networks to backup boiler rooms. Out of the total amount, 200 million hryvnias was awarded to Mykhailo Zhendubaiev's LLC «Mykolaivmiskbud». The journalists claimed that he had re-registered 6 more of his companies to Central Asian nationals.

Valentyn Haidarzhy denied them, noting that if such information is confirmed, this is a matter for law enforcement agencies.

«If there is a basis and criminal proceedings are initiated, we have services that will look into it. I am saying that this year 38 million is allocated for this purpose, there is no 650 million. And 200 million is only in the plans. If you have any questions about Zhendubaiev's company, please contact the law enforcement agencies. We will support you,» the official said.

The journalist asked whether Mykolaiv Regional Military District Administration did not consider it necessary to check contractors for integrity by introducing a compliance system.

In response, Vitalii Kim said that the speedy completion of the work was currently a priority.

«34 million was paid, they did it. There are no questions yet. I don't give a shit where he transferred the companies, I need the work to be done. If later someone..., we will be responsible, everyone will be responsible for the jam. But at the moment, when the work is being carried out urgently, sometimes without money and in the middle of the night, I would not want them to be attacked, that they may have problems there someday,» said Vitalii Kim.

We remind you that the project involves the purchase of 18 modular boiler houses with a total capacity of over 70 megawatts. This will allow for backup heating in case of damage to the thermal power plant. At the time, Vitalii Kim noted that several boilers had already been delivered to Mykolaiv and were expected to be connected next month.

Earlier it was reported that the project to build the BMK, for which the government has allocated 1.1 billion hryvnias, would not be completed by the start of the heating season.
