Residents of the residential complex «Riviera», where there has been no heating for three years, ask not to have any power outages

Residents of the residential complex «Riviera», which has been without centralised heating for three years, are asking not to have power outages.

Liudmyla Hryhorieva, an activist in the apartment building co-owners' association, told NikVesti.

As you know, there are six stages of blackouts in Mykolaiv region, each of which is divided into two more stages. Residents of some districts are left without electricity for up to 7-9 hours a day.

According to Liudmyla Hryhorieva, residents ask not to be included in the schedule of scheduled power outages, as they only heat their homes with the help of electrical appliances.

«It's appropriate to ask that we don't have power cuts like everyone else. After all, we heat and cook exclusively with the help of electrical appliances,» said Liudmyla Hryhorieva.

According to the condominium activist, for two years in a row, residents have been buying gas at commercial prices on their own to keep the boilers running. Now, to get gas at the state price, they are forced to cover the debt of «ZHEK-5» to «Naftogaz». According to her, the amount is about 5 million hryvnias.

«Naftogaz demands financial statements from «ZHEK-5» and then will sign an agreement with us (condominiums — ed.). The housing office «is freezing», and we are suffering. [...] We calculated that to pay off the debt, everyone has to pay about 72 hryvnias per square metre. For my small apartment of 60 square metres, this is about 4,000 hryvnias. In general, the amount per apartment varies from 4 to 10 thousand hryvnias. This is what I need to pay to get heat at normal prices,» explains Liudmyla Hryhorieva.

Why is «Riviera» without heating?

At the end of December 2023, residents of the residential complex «Riviera», who had not had their heating switched on for a month at that time, opposed the forced transfer of their boiler houses to the ownership of the utility company «Mykolaivoblteploenergo» due to the management company's debt of 7.8 million hryvnias.

Residents of the buildings stated that they were ready to pay their own debt of 1.7 million hryvnias, but categorically refused to pay for the obligations of «ZHEK-5».

The co-owners of the residential complex «Riviera» say that they own three gas roof boilers that provide heat to the entire residential complex. Until April 2023, these boiler houses were operated by LLC «EC ZHEK-5».

It is noted that the residents' debt for heating is only 1.7 million hryvnias, and another 400,000 hryvnias is owed for heating commercial premises located on the first floor of the residential complex. Therefore, the residents of the house do not understand where the debt of 7.8 million hryvnias came from.

Due to the unwillingness of LLC EC «ZHEK 5» to solve the problem, the co-owners of the residential complex «Riviera» decided to create a condominium. However, even the duly registered condominium «Riviera Mykolaiv» does not have the rights and obligations of LLC «Operating Company «ZHEK-5»» , so the heating remains unavailable.

A month later, in January 2024, the mayor of Mykolaiv, Oleksandr Sienkevych, offered the residents of the residential complex «Riviera», who had not been supplied with heating due to debts, to pay all their obligations. According to him, this is the only way out of the situation.
