Education, child nutrition, support for veterans: Mykolaiv plans to redistribute ₴824 million in subsidies

The Planning and Budget Committee of the Mykolaiv City Council has approved changes to the budget for 2026. It is proposed to allocate more than ₴824 million in subsidies to the city budget and redistribute part of the funds to support the local basketball club.

This was discussed during the commission meeting on 27 December, according to NikVesti.

Deputies considered the issue of accepting four subsidies from the state and regional budgets. In particular, the city is being offered a subsidy from the state budget to provide meals for students of general secondary education institutions in the amount of 101.06 million hryvnias.

An additional educational subsidy from the state budget in the amount of 707.6 million hryvnias is also provided for. Separately, the city is to receive an additional subsidy from the regional budget for the implementation of transferred expenditures in the field of education at the expense of the educational subsidy — 8.7 million hryvnias.

Another subsidy from the regional budget concerns the provision of specialists to support veterans and demobilised persons, as well as individual measures to support people who defended the independence, sovereignty and territorial integrity of Ukraine. Its amount is 6.6 million hryvnias.

In addition, the commission members considered increasing funding for the Department of Physical Culture and Sports by 3 million hryvnias to support the Niko-Basket basketball team so that it could compete in the Super League.

According to Mayor Oleksandr Sienkevych, the request was made by the head of the Mykolaiv Regional State Administration, Vitalii Kim, who proposed to find these funds within the revenues from large taxpayers who have moved to the region.

«Since we have not yet redistributed last year's surplus funds — about 310 million hryvnias — as well as public investments in the amount of 300 million hryvnias, it was proposed to temporarily allocate 3 million hryvnias from the subsidy that the city transferred to the region to support the Regional Guard municipal enterprise to finance the Department of Physical Culture and Sports,» said Mykolaiv Mayor Oleksandr Sienkevych.

As is known, the Mykolaiv City Council plans to appeal to the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine with a request to provide an additional subsidy from the state budget. According to the city's calculations, its own budget revenues for 2026 are only enough to cover 82.5% of the actual needs, and the financial resource deficit exceeds 1 billion 140 million hryvnias.
