This is evidenced by the data of the ProZorro public procurement system, according to NikVesti.
The municipal enterprise «City Information and Computing Centre» has selected the winner of a tender for software that will process data from IP cameras and record vehicles within the «Safe City of Mykolaiv» system. The winner was Andrii Slyzkoukhyi, a private entrepreneur.
The procurement includes 93 units of software, which are to be delivered by 25 December 2025. This is the second attempt to hold the tender — the first one was cancelled due to the lack of participants.
In response to a request from NikVesti, the city council said that currently, video from cameras is stored on secure servers with limited access, and the data storage period is up to 30 days.
The new software will automatically process information from the cameras: it will recognise licence plates, store vehicle data in an electronic archive, allow searching for information by time and place of recording, and determine the type, colour and make of car.
«The software is designed to work with an unlimited number of cameras. It should be able to recognise car licence plates at speeds up to 250 km/h with an accuracy of at least 95%. The system will be able to read the licence plates of at least 70 countries. The recognition time for one number plate is up to 30 ms. For identification, it is enough for the number to occupy no more than 75 pixels in the frame», stated in the tender documentation.
The system will also work with already installed cameras without replacing the equipment and generate general analytics for city services.
How does «Safe City» work in Mykolaiv?
The «project «Safe City Mykolaiv», a newly constructed information and telecommunications system for video surveillance and video analytics, has been implemented in the city since 2020. The project is scheduled to be completed in 2025.
As of 2025, the overall system readiness level exceeds 95%. As part of the project, 455 video surveillance cameras were installed in the city. Of these, 359 cameras are used to recognise vehicle licence plates, and 96 are used for surveillance.
The project envisages the construction of 4 phases of the video surveillance system in 2023-2025 and the arrangement of 270 sites in different districts of Mykolaiv.
At the same time, in early 2024, the Mykolaiv police stated that at that time the number of cameras in the city was insufficient — there were about 230 CCTV cameras in operation for a city of half a million.
In 2024, 32.4 million hryvnias was allocated from the Mykolaiv budget for the development of the «Safe City» system. The project was expected to reach 75% completion by the end of the year. In September 2024, city council members additionally increased funding for the programme by another 20 million hryvnias.
In 2025, 49 million hryvnias was allocated in the city budget for the development of the video surveillance system under the «Safe City» programme.
In addition, since January 2025, Mykolaiv residents and entrepreneurs have been able to connect their own private cameras to the city's video surveillance system.
