Odesa region is among the top five regions where the largest number of new sole proprietorships in the catering sector have opened this year — more than a thousand establishments. For comparison, 325 new entrepreneurs were registered in Mykolaiv region, and only 93 in Kherson region.

This is evidenced by analytical data from Opendatabot, according to NikVesti.

Cafes and restaurants were most actively opened in Kyiv (1693), Dnipro region (1323), Lviv (1136), Odesa (1113), and Kyiv (1054).

In total, according to the Unified State Register, in 2025, more than 13 thousand new individual entrepreneurs appeared in Ukraine in the catering sector, which is 5% less than last year. The most active month was September, when 1699 new establishments opened.

At the same time, more than 10.6 thousand entrepreneurs in this sector ceased operations. The total increase was 2,728 establishments, compared to more than six thousand last year.

Every fourth establishment that closed this year had been in operation for less than six months. The median life expectancy of a HoReCa business is 17 months. The oldest sole proprietorship restaurant to cease operations had been in operation since 1992.

Despite the decline in the number of new openings, according to the Poster service, the revenue of establishments increased by 6%, but this is more a consequence of rising prices than increased attendance. The number of guests decreased by 9%, while the average check increased by 11%.

The decline in customers was recorded in all major cities. In particular, the number of visitors decreased by 8% in Lviv, 6% in Odesa, 13% in Kyiv, 11% in Dnipro, and 7% in Kharkiv.

Earlier it was reported that Odesa had revised tariffs for businesses operating on the coast — from mobile kiosks and summer playgrounds to rented beaches.
