Agreement on subsoil: US and Ukraine make first contributions to the Reconstruction Investment Fund

The U.S. International Development Finance Corporation has made the first contribution to the U.S.-Ukraine Reconstruction Investment Fund in the amount of $75 million. Now Ukraine will double this amount, forming a start-up capital of $150 million.

This was announced by Prime Minister of Ukraine Yuliia Svyrydenko.

The focus of priority investments is on energy, infrastructure and critical minerals. It is planned to implement at least three projects by the end of 2026.

According to Svyrydenko, the principle of equality is key: «Ukraine is making the same financial commitments as the United States».

«We aim to implement 3 projects by the end of 2026. It is important that the Fund is based on the principle of equality. Ukraine assumes the same financial obligations as the US side. This not only demonstrates our responsibility, but also emphasises that we see the Fund as a joint tool for recovery and long-term cooperation,» the Prime Minister added.

The Reconstruction Investment Fund aims to finance large-scale projects, create modern production facilities, jobs and introduce new technologies. The Ukrainian government also notes that US investment will be an additional guarantee of security for both the country and foreign businesses.

As a reminder, Ukraine's Minister of Economy Yuliia Svyrydenko and U.S. Treasury Secretary Scott Bessent signed an agreement between the two countries to establish the Recovery Investment Fund.

Kyiv and Washington have agreed to set up an Investment Fund for Ukraine's reconstruction that will attract international investment. Yuliia Svyrydenko noted that the agreement provides for mutually beneficial conditions for both countries.

In turn, Scott Bessent called the agreement «historic». He also noted that the document «clearly signals» to Russia that the administration of US President Donald Trump «is committed to a peace process focused on a free, sovereign and prosperous Ukraine in the long term».

Recently, Ukraine presented the first fields for investment projects to the US delegation.
