In 2023, the Personal Income Tax (PIT) paid by military personnel was reallocated from local budgets to the state budget. This decision significantly impacted the financial situation of the city of Mykolaiv. Mayor Oleksandr Senkevych reported that due to the withdrawal of the "military" PIT, the city's budget lost 3.4 billion hryvnias in revenue. He noted that the city did not receive 2.7 billion hryvnias in 2024, which constitutes almost half of the budget. This led to the need to reduce the staff of the city council and revise the funding of local programs. Senkevych also expressed hope that the withdrawn funds would be directed towards the production of weapons, particularly drones for the Armed Forces of Ukraine.
