The Mykolaiv Regional Council has completed the process of taking over Maternity Hospital №3

Discussion on the transfer of the maternity hospital into public ownership. It was transferred to the region from the city’s ownership. In addition, councillors reduced the hospital’s authorised capital to 1,000 hryvnias.
The decision was adopted today, 28 May, at an extraordinary session of the regional council, according to NikVesti.
Anton Tabunschyk, Chairman of the Mykolaiv Regional Council, noted that for the maternity hospital to be definitively transferred to the region’s ownership, the deed of acceptance and transfer must be approved. The maternity hospital is subsequently to be merged with the regional clinical hospital
«Today we are adopting the relevant decision and approving the transfer deed. This deed will then be registered in the relevant state system at the Administrative Services Centre. After that, we will effectively become the owners of Maternity Hospital №3. We will then discuss and consider the relevant decision regarding the reorganisation of the maternity hospital and its incorporation into the regional clinical hospital. Once this decision has been adopted, Maternity Hospital №3 will become a branch of the regional clinical hospital,» said Anton Tabunschyk.
He said that the branch would continue to operate as before. However, there are also development plans, in particular to provide reproductive medicine services in Mykolaiv.
«We have a development plan for the branch. In the foreseeable future, a third-level perinatal centre will be established, as well as reproductive medicine services, which are currently virtually non-existent in the region. We do have relevant services provided on a fee-paying basis in Odesa, but in southern Ukraine this will be the first instance where such services will be contracted and provided within a public healthcare facility,» added the chairman of the Mykolaiv Regional Council.
Deputy Anatolii Nikolenko asked how the maternity hospital would be funded, as it is unclear how much money goes towards maintaining the property and who operates it.
The chairman of the Mykolaiv Regional Council assured him that the maternity hospital would not become private. However, regarding funding, he told the deputy that this was not a matter for the session.
The Regional Council approved the acceptance certificate for the maternity hospital by 35 votes, with Anatolii Nikolenko voting against.
The deputies also approved the charter of Maternity Hospital №3. The Mykolaiv Regional Council became the founder. Thirty-eight deputies voted in favour of this decision.
It should be noted that this issue had previously been discussed in deputy committees. The changes concerned, in particular, the enterprise’s authorised capital.
As explained by Tetiana Labartkava, Head of the Executive Office of the Mykolaiv Regional Council, a review of the documents revealed that the enterprise’s authorised capital of 26.3 million hryvnias is formally considered unpaid. Consequently, in the future, the Regional Council, as the founder, could be obliged to pay this amount.
According to her, during the company’s restructuring in 2019, assets — buildings, equipment and other assets — were effectively contributed to the authorised capital. However, this was not properly recorded in the statutory documents.
To avoid potential financial risks to the regional budget, councillors decided to reduce the authorised capital to 1,000 hryvnias. Following this, the funds are to be transferred to the enterprise under the support programme for municipal non-profit enterprises, so that the authorised capital is officially considered paid up.
It should be recalled that on 9 April, at a session of the Mykolaiv City Council, councillors approved the transfer of this maternity hospital to the ownership of the region. The facility is planned to be merged with the Regional Clinical Hospital, which is located nearby.
And on 16 April, deputies of the Mykolaiv Regional Council approved the transfer of Maternity Hospital №3 to regional ownership.
Earlier, deputies of the Mykolaiv City Council supported a decision to reorganise the city’s healthcare network, which involves the creation of a cluster hospital and the transfer of one of the maternity hospitals to the region’s ownership.
Previously, members of the relevant health committee of the Mykolaiv City Council had supported the reorganisation of the city’s hospitals. Also, Mykolaiv City Council councillor Olena Kiseliova reported that the reorganisation of Mykolaiv’s hospitals by merging them into a single structure would not lead to hospital closures or staff cuts, but was merely a change in legal form to secure additional funding from the National Health Service of Ukraine.
