From flats in Kyiv to property in Bulgaria: what the top security officials in Mykolaiv region have declared

Flats in Kyiv and Odesa, property in Bulgaria, dozens of plots of land and salaries running into millions — the heads of the security and law enforcement agencies in the Mykolaiv region have published their declarations for 2025.
“NikVesti” has analysed the declarations submitted by the heads of law enforcement agencies in the Mykolaiv region, which are contained in the National Agency for Corruption Prevention’s (NAZK) Unified State Register of Declarations.
The head of the Mykolaiv Regional Police received an apartment from the Kyiv Regional Police Headquarters
In 2025, a 96.4-square-metre service flat in Kyiv, which the family of Serhii Makhno, Head of the Main Department of the National Police in Mykolaiv region, had been using since 2022, became their property. He also rents a flat in Mykolaiv.
The family does not own a car, but the declaration lists a 2009 Volkswagen Tiguan belonging to his relative Liudmyla Makhno.
Last year, Serhii Makhno received 1,327,354 hryvnias in salary, which is 43,269 hryvnias more than the previous year. His wife Olena declared 270,000 hryvnias in income from business activities.
The official’s cash savings also increased over the year — to 470,000 hryvnias and 37,000 dollars. He holds 28,412 hryvnias in his bank account.
The new head of the Mykolaiv Regional Prosecutor’s Office declared over ₴1 million from the sale of property
Ihor Domushchyi, head of the Mykolaiv Regional Prosecutor’s Office, appointed to the post in July 2025, does not own any property. In his declaration, he listed an 88.4-square-metre flat in Odesa, which belongs to his wife and daughter.
The prosecutor himself rents a flat in Mykolaiv and two parking spaces in Odesa.
He owns a 2015 Volkswagen Touareg, purchased in 2023 for 933,300 hryvnias. The official’s wife, Larysa, bought a 2011 BMW X5 in 2025 for 522,500 hryvnias.
In his role as head of the Mykolaiv Regional Prosecutor’s Office, he earned 1,446,887 hryvnias. He received a further 764,954 hryvnias whilst working at the Odesa Regional Prosecutor’s Office prior to his transfer to Mykolaiv.
Furthermore, as of 2 May, Ihor Domushchyi amended his declaration to include a further 1 million hryvnias in income from the disposal of movable property.
The prosecutor also declared over 92,000 hryvnias in pension payments and 2,800 hryvnias in payments from a trade union. He holds 10,500 dollars in cash, with a further 6,193 hryvnias in a bank account.
What assets does the head of the Specialised Defence Prosecutor’s Office own?
Andriy Kliopov, head of the Mykolaiv Specialised Prosecutor’s Office for Defence, has been renting a 87.4-square-metre residential property in Mykolaiv since 2023.
He also owns a flat and a garage in Bila Tserkva, a plot of land and a holiday home in the Kyiv region, as well as a 20,000-square-metre plot of land in the Odesa region.
Last year, Andrii Klyopov received 1,529,099 hryvnias in salary — almost 108,000 hryvnias more than the previous year.
His wife Kateryna declared 400,000 hryvnias in income from the sale of movable property and 17,290 hryvnias in royalties from Shutterstock.
The official holds 2,500 US dollars and 17,750 euros in cash. He has 147,732 hryvnias, 1,000 US dollars and 2,280 euros in his bank accounts. The prosecutor’s wife holds 29,700 euros in cash.
The head of the State Bureau of Investigation in Mykolaiv region declared nearly ₴3 million in salary and family property in Bulgaria
Oleksandr Kozlenko, head of the SBI’s regional office in Mykolaiv, declared 2,995,148 hryvnias in salary for 2025. He received a further 42,526 hryvnias from his secondary employment as an associate professor in the Department of Operational and Investigative Activities at Odesa State University of Internal Affairs.
The official also declared 105,983 hryvnias in income from letting out property, 617,443 hryvnias from the sale of movable property to the company Rodynnyi Lan LLC, and 42,303 hryvnias in insurance payouts.
Oleksandr Kozlenko holds 1 million hryvnias in cash and a further 113,723 hryvnias in a bank account.
Since 2017, he has owned a house and a plot of land in Kharkiv with a total value of 100,000 hryvnias.
Between 2022 and 2023, the official purchased nine plots of land and three houses in villages in the Kharkiv region. He also leased some of the plots from local village councils.
In 2025, the family began renting a flat and a parking space in Odesa.
The official’s wife, Yulia, owns other properties, including in Bulgaria, purchased in 2015 and 2022, as well as a number of plots of land in the Kharkiv region.
The family does not own any vehicles, but rents cars from Olena Skliarova. Yuliia Kozlenko drives a 2021 Toyota Camry, whilst the official himself drives a 2008 Opel Vectra.
The declaration of the head of the SBU in Mykolaiv Oblast remains closed
The only head of a law enforcement agency in Mykolaiv Oblast whose declaration is missing from the NACP’s public register remains Mykola Lysenko, head of the SSU department in Mykolaiv region.
