«The Department of Housing and Communal Services has seen a reduction in funding and a decrease in the number of projects. I raised this issue at a meeting with the Prime Minister and representatives of the entire Cabinet of Ministers. It was the first time the Prime Minister had heard about this. That’s how our letters from Mykolaiv reach her. But the main thing is that she has taken this on board,» noted Oleksandr Sienkevych.

The mayor also reported that the situation regarding budgetary funding is being discussed with Finance Minister Serhii Marchenko. According to him, the Ministry of Finance is currently auditing the use of the city budget.

«We are working through this issue with Serhii Mykhailovych Marchenko. He reported that the Ministry of Finance is auditing our budget and the use of budget funds — to determine whether we are simply «beggars» or whether we genuinely lack funds. And they will provide feedback in the near future,» said the mayor.

Oleksandr Sienkevych also called on the Housing and Utilities Department to tighten control over the financial activities of its subordinate enterprises.

«I would like the Housing and Utilities Department to get involved in monitoring the use of financial resources by the enterprises under its jurisdiction,» he added.

It was previously reported that the reconstruction of residential buildings damaged by shelling will remain a key priority for the Mykolaiv Housing and Utilities Department in 2026.

Ihor Nabatov, First Deputy Director of the Housing and Utilities Department of the Mykolaiv City Council, also reported that the war has significantly complicated the work of the Mykolaiv Housing and Utilities Department and the Capital Construction Department, as the number of properties requiring maintenance is increasing without a corresponding increase in funding or staff.

Currently, the City Council’s Department of Housing and Communal Services expects that, following the development of project documentation for the energy modernisation of 10 apartment blocks under the FELICITY II project, the construction work will be funded by the European Investment Bank.
