Serhii Korenev writes that reconstruction must be based on strategic planning, rather than «chaotic repair work», and that Mykolaiv is already working in this direction.
«The main message of the speech is that reconstruction is not chaotic repair work, but in-depth strategic planning. Mykolaiv is one of two cities in Ukraine which, under the coordination of UNECE and in cooperation with an Italian architectural firm, has developed a master plan unique to Ukraine, based on the ‘build back better’ principle. This is a strategic document covering housing modernisation, the creation of industrial parks, the development of the waterfront and the preservation of the historic centre,» noted Serhii Korenev.
He added that projects in line with the city’s development strategy are already available on the DREAM platform. There are 174 such projects — they cover the restoration of critical infrastructure, the construction of schools with shelters, the modernisation of hospitals and the upgrading of public transport.
According to Serhii Korenev, the conference also discussed the barriers hindering the implementation of projects. He noted that security risks remain high, so it is important to ensure transparent and clear conditions for international partners.
«And as I mentioned during my speech, the problem is often not a lack of money, but a lack of well-prepared projects that meet international standards. We are changing this situation: we are securing grants for technical assistance, preparing projects with a calculated payback period, and training specialists to work to EU standards,» wrote the deputy mayor.
It should be noted that Serhii Korenev, the deputy mayor of Mykolaiv who oversees the city’s reconstruction and development, received a salary of 975,617 hryvnias in 2025, amounting to approximately 81,300 hryvnias per month. This is 16.5% more than his salary in 2024. He also declared a pension of 76,935 hryvnias.
Recently, Ihor Nabatov, Deputy Director of the Department of Housing and Communal Services, and Ihor Filippov, Head of the Mykolaiv Development Agency, went on a business trip to Japan to study reconstruction practices.
In March, Mykolaiv Mayor Oleksandr Sienkevych and Chief Architect Yevhen Poliakov visited Taiwan, where they took part in a conference on sustainable development and digital services.
