In Mykolaiv, they are looking for a new contractor to complete the renovation of the basement at Lyceum №38 named after Volodymyr Chaika in order to build a shelter there.

This is evidenced by data from the Prozorro public procurement system, according to NikVesti.

The client is the City Council’s Capital Construction Department. According to the tender documentation, the contractor must complete the shelter’s refurbishment by 30 December 2026.

«The procurement is co-financed by the European Union under the Ukraine Facility programme,» the tender documentation states.

The estimated cost of the works is 11.6 million hryvnias. Of this amount, 3.4 million hryvnias comes from the city budget, and 8.1 million hryvnias is a state budget grant.

It is worth noting that under the Ukraine Facility programme, the European Union will allocate 50 billion euros between 2024 and 2027 to finance the state budget, stimulate investment, and provide technical support for the programme’s implementation.

Shelter at Lyceum №38

Back in June 2024, the contract for the reconstruction of the shelter at Lyceum №38, worth 20 million hryvnias, was awarded to the company «Master Bud-Montazh». The work was not completed on time, and the prosecutor’s office is demanding that a fine and damages be recovered from the contractor.

The contractor received 11.5 million hryvnias. However, according to the investigation, part of the work may have been carried out with inflated volumes and costs. Total losses are estimated at 2.8 million hryvnias, with overpayments for technical supervision recorded separately.

It later emerged that the State Architectural and Construction Control Department had not inspected the shelter at Lyceum №38 in Mykolaiv, where work has been unable to be completed for the third year running. Officials there noted that restrictions on inspections have been in place since the start of the war: inspections can only be carried out with the consent of the relevant ministry.
