Plans are in place to renovate the hospital roof in Pivdennoukrainsk at a cost of nearly ₴1 million

In Pivdennoukrainsk, the roof of the main building of the Yuzhnoukrainsk City General Hospital is set to undergo repairs. The cost of the work has been provisionally estimated at 949,411 hryvnias. This is the second time the tender has been announced.

This is according to data from the ProZorro public procurement system, as reported by NikVesti.

The hospital announced the procurement for the roof repairs on 18 March, with bids due by 26 March.

According to information in the procurement system, the source of funding for the repairs is the hospital’s own budget — funds from the economic activities of the multi-specialist hospital.

The technical specifications state that the contractor is expected to complete the work by 31 August 2026. Contractors must provide a warranty of at least five years for the work carried out.

It should be noted that a similar tender was announced in 2025. The estimated cost was 945,619 hryvnias. The winner was identified as sole trader Yuliia Vitaliivna Yeriomina. The work was to be carried out for 852,262 hryvnias.

Another tender participant, Alfaspetsbud Production and Construction Company LLC, lodged a complaint with the Antimonopoly Committee.

Following the complaint on 15 February, the hospital, which was the contracting authority for the tender, cancelled the contract and, consequently, the sole trader’s award. The reason given was a reduction in expenditure for the procurement.

«The AMCU’s deadline for considering the complaint is 10 working days. The procurement was funded from the local budget, and accordingly, the State Treasury Service’s closure of the financial year takes place by 25 December 2025 without carrying over allocated funds to the next financial year. On 26 December 2025, the authorised person was provided with a Certificate of Amendments to the 2025 Budget Expenditure Plan regarding the reduction in expenditure by a decision of the South Ukrainian City Council dated 25 December 2025, based on the request from the Director of the Municipal Non-Profit Enterprise ‘YUMBL’, Serhii Lupov,№3665/01-03 dated 15 December 2025, ‘On the release of funds’. The Report indicates a ‘negative balance’ of funds allocated for the procurement. Due to the reduction in expenditure for this procurement, the contracting authority found it necessary to cancel the procurement,» according to the justification for cancelling the tender.

In 2024, the Pivdennoukrainsk Hospital announced tenders worth 14 million hryvnias for the purchase of new medical equipment.
