The public prosecutor’s office in Mykolaiv is seeking a court order to fine a contractor nearly ₴2 million for delays in repairing a shelter at a hospital

In Mykolaiv, the public prosecutor’s office is seeking a court order to fine the contractor nearly 2 million hryvnias for delays in repairing the shelter at one of the city’s healthcare facilities.

This was reported by the Mykolaiv Regional Prosecutor’s Office.

According to the investigation, the contract for the shelter repairs was concluded between the Department of Housing and Communal Services of the Mykolaiv City Council and the contractor. The work was due to be completed by May 2025, but in fact it was only finished in December. As a result, patients and hospital staff were unable to use the shelter for over six months.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). It is also noted that the contractor did not complete all the work specified. Despite the breaches, the city authorities did not take any measures to impose a fine, so the prosecutor’s office took the matter to court.

The prosecutor’s office is demanding that the company be fined 1.8 million hryvnias. Of this amount, over 1.2 million is a penalty for late payment, and a further 537,000 hryvnias is a fine.

According to the Prozorro public procurement system, the project concerns the repair of the roof at Primary Healthcare Centre №2 on Kosmonavtiv Street. According to the tender documentation, the contractor was required to carry out roofing works and other specialised construction works. The estimated cost of the works was 8,299,045.39 hryvnias.

The tender was won by a medium-sized business, KS Bud Group LLC, which offered to carry out the work for 7,684,000 hryvnias including VAT.

The Commercial Court of Mykolaiv region found that there were no grounds for refusing to open proceedings, and therefore accepted the claim for consideration. Given the amount of the claims, it was decided to hear the case under the rules of ordinary civil proceedings rather than the simplified procedure.

A preparatory hearing in the case is scheduled for 6 April 2026. The parties have already been given deadlines for submitting explanations, responses and objections. In particular, the defendant has 15 days to state its position on the claim. The case is currently ongoing.

As a reminder, the company «Master Bud-Montazh» registered in Mykolaiv with a capital of two thousand hryvnias, was awarded a contract worth almost 20 million hryvnias for the reconstruction of the shelter at the lyceum. The work was also not completed on time, and the prosecutor’s office is seeking to recover a fine and damages from the contractor.
