The Housing and Utilities Department has provided an update on the future of the buildings damaged by shelling on Admiralska, Lohinova and Pohranichna streets

Following the shelling in Mykolaiv, several buildings have remained damaged for several years, raising questions about their restoration. These are building №32 on Admiralska Street, building №54 on Yevhena Loginova Street and building №43 on Pohranychna Street.

Ihor Nabatov, Deputy Director of the Housing and Utilities Department, spoke about whether work would be carried out on these buildings during a briefing on 18 March, reports NikVesti.

Ihor Nabatov stated that building №32 on Admiralska Street has not been excluded from the HOPE project.

«But we already have a clear understanding that this will involve the restoration of only three entrances. The fourth entrance will not be restored. In fact, this will be a sort of mini-renovation,» noted the deputy director of the Housing and Utilities Department.

As a reminder, a Russian missile struck the building at 32 Admiralska Street on the night of 20 July 2023. An elderly couple were killed in the attack. A further 19 people were injured, including five children.

It later emerged that there are plans to demolish the three-storey building entirely. However, this requires obtaining demolition consent from all residents. It was subsequently reported that residents had commissioned a technical inspection of the building to determine whether it was safe to live there.

Another controversial building is at 54 Yevhena Lohinova Street, which was hit in September 2022. The residents of the building and the Department of Housing and Communal Services have already carried out three inspections of the building’s condition.

The first two gave conflicting conclusions: both demolition and restoration. As a result, the Department of Housing and Communal Services commissioned a third assessment, which recommended demolishing floors 8–10 of the seventh block. The department’s first deputy director, Ihor Nabatov, added that the final third technical report enabled all residents to obtain housing certificates under the ‘e-Restoration’ programme.

As Ihor Nabatov reported today, the situation is progressing, but they have not yet been introduced to the contractor.

«We are waiting. We are waiting for the UNDP (United Nations Development Programme, — note). According to our information, the procurement has been completed. A contractor has already been selected. We have not yet been introduced to the contractor. The UNDP project manager for the city of Mykolaiv was not yet known as of the end of last week. The first building will be 54 Krylova Street, out of the three sites previously announced to be covered under this contract,» explained the deputy director of the Housing and Utilities Department.


And another building — 43 Pohranychna Street. A rocket struck the five-storey building in October 2022. Seven people were killed, including an 11-year-old boy. The strike completely destroyed two entrances — №3 and №4. In April 2024, a decision was made to demolish them.

Part of the building was demolished back in 2024. Work is currently on hold pending the development of design and cost estimate documentation.

«The demolition work was carried out as part of the partnership with the UNDP. As for the future, we plan to commission the design and cost estimate documentation. There are many interesting options for collaboration with various parties,» said Ihor Nabatov.

It should be noted that procurement for the restoration of damaged buildings under the World Bank project in Mykolaiv will have to be restarted.
