The Mykolaiv Alumina Plant has refused to provide NikVesti with information regarding the director’s salary

The Mykolaiv Alumina Plant, which is currently state-owned and managed by the State Property Fund, has refused to provide information on the salary of the plant’s director, citing «unclear details of the requested information».
Just two months ago, on 20 January 2026, the editorial team at NikVesti sent an information request to the State Property Fund of Ukraine regarding the salary of Oleksii Medvid, director of the alumina plant. The editorial team requested the information in clear terms:
«Please provide information on the salary accrued and actually paid to the director of Mykolaiv Alumina Plant LLC during the period from 1 January to 31 December 2025, specifying separately: basic salary, allowances, bonuses, financial assistance, other additional payments (specify which ones) for each month separately.»
In January 2026, NikVesti contacted the State Property Fund of Ukraine (SPFU), which owns the Mykolaiv Alumina Plant, with a request regarding the director’s salaryFollowing this, on 27 January, the editorial team received a response from the State Property Fund stating that the request had been forwarded to the ‘competent authority’ — the Mykolaiv Alumina Plant.
«In accordance with Article 22 of the Law of Ukraine ‘On Access to Public Information’, an information administrator who does not possess the requested information but who, by virtue of their status or the nature of their activities, knows or ought to know who does possess it, is obliged to forward this request to the competent administrator whilst simultaneously notifying the enquirer,» they replied.
In February, the editorial team NikVesti informed the owner of the MGZ — the State Property Fund — that the company had not responded to the information request within the timeframe stipulated by law. In response, the SPFU informed us that the company had received the request in January and was required to provide the information.
It was only on 6 March that the Mykolaiv Alumina Plant responded to the information request, stating that the company had not received a copy of the NikVesti request from the State Property Fund, and therefore the «details of the requested information were unclear» to them.
«Given that the request from the online media outlet NikVesti was not attached to the aforementioned letter from the State Property Fund of Ukraine, the details of the requested information are unclear to ‘MGZ’ LLC, making it impossible to provide a response to this request,» reads the response to the request, signed by Director Oleksii Medvid.
However, they added that «the requested information can be obtained from the public section of the Unified State Register of Declarations of Persons Authorised to Perform State or Local Self-Government Functions, which is open and publicly accessible». In effect, this refutes the claim that the company did not understand the requested information.
Response from the Mykolaiv Alumina Plant to NikVesti’s information request regarding the director’s salaryIt should be noted that a year ago, NikVesti won a court case against the state-owned Mykolaiv Thermal Power Plant regarding access to public information. In January 2024, a journalist from the publication sent an information request to the company, asking for details of the salaries and bonuses received in 2023 by the management of the Mykolaiv Thermal Power Plant. A separate item in the request concerned information on the amounts of remuneration, expense allowances and additional benefits provided to members of the supervisory board of the private joint-stock company Mykolaiv Thermal Power Plant. In May 2024, the publication filed a lawsuit seeking to compel the CHP to disclose salary data. On 17 February 2025, the Mykolaiv District Administrative Court upheld in full the claim brought by Kateryna Sereda, editor-in-chief of NikVesti, against the Mykolaiv CHP. As a result, at the request of the court and the online media outlet NikVesti, the Mykolaiv Thermal Power Plant disclosed the amounts of salaries and bonuses paid to the management and members of the company’s supervisory board during 2023.
