Mykolaiv Mayor Oleksandr Sienkevych believes that the construction of the culvert in the Varvarivka neighbourhood was not a waste of budget funds. At the same time, he explains the unpopularity of the water pipeline among residents of the Varvarivka neighbourhood by the quality of water currently supplied to the network due to problems with the city's water supply system.
Oleksandr Sienkevych made this statement during his press conference on Tuesday, 13 January, according to a correspondent from NikVesti.
«This money was not wasted. We have been at war for the last four years. Moreover, we had a real project to build additional treatment facilities on the right bank. We planned to attract international funds for this. Of course, after we lost our drinking water, who would connect to the culvert and spend money on it? Why waste money on connecting to that water if people continue to bring it in from wells?» said Oleksandr Sienkevych.
The mayor is confident that after the completion of the new treatment facilities and the restoration of drinking water supply to the homes of Mykolaiv residents, the culvert will still be in demand in Varvarivka.

«Mykolaivvodokanal developed this programme to enable connection to the first well. Our task is also to develop the water supply network system in the Varvarivka neighbourhood, which involves the restoration of additional water supply rings and so on. Of course, these are promising projects, but it is possible to connect those who are already located next to the existing rings that have been laid there. And for this, there will be compensation for Mykolaivvodokanal to reduce the burden of connection for people,» he explained.
At the same time, according to Oleksandr Sienkevych, the programme has not yet been approved, as the issue of its financing remains open.
«We need to understand where we will get the funding from. I think that we will approve this programme in the near future and, in particular, we will turn to international partners for support, not for the city, but for specific citizens, so that they can finance their connection,» added the mayor.
As a reminder, in 2020, a water pipeline was laid under the Southern Bug River in the Varvarivka microdistrict to provide drinking water to three thousand homes. The construction cost 77 million hryvnias, but two years after its launch, only 20 households have connected to the system.
Earlier, it was reported that the residents of Varvarivka were reconnected to the culvert, and yellow water flowed from the taps, so the authorities restored their water supply from wells.
What is the situation with water in Varvarivka?
The construction of a culvert for the Varvarivka microdistrict began in September 2019, commissioned by the Housing and Utilities Department of the Mykolaiv City Council. The construction of the culvert to Varvarivka began in 2019 with funds from a state budget subsidy — 19.5 million hryvnias were spent. To complete the construction of the infrastructure facility, the Mykolaiv City Council requested funding in 2020 from the State Fund for Regional Development in the amount of 36 million hryvnias.
Another 21 million hryvnias were allocated for the implementation of the project from the Mykolaiv city budget to complete the construction of the culvert and provide the microdistrict with a water supply system in 2020.
On 5 November 2020, a ceremony was held to launch the water supply system to the Varvarivka neighbourhood.
On 27 June 2021, large cracks appeared in the water supply system. After that, workers began to patch up the cracks in the culvert in the Varvarivka neighbourhood.
Almost three years after the completion of construction, in August 2023, the culvert in the Varvarivka microdistrict was put into operation. It was transferred to the balance sheet of the municipal enterprise Mykolaivvodokanal.
