Mykolaiv City Council still does not know how to help people whose homes were hit by gas explosions with new housing

In the Inhulskyi district of Mykolaiv, the entrance of a five-storey building at 87 4th Pozdovzhnia Street, where a gas explosion occurred in the spring, is being dismantled. Residents who lost their apartments still do not know whether they will receive compensation.

A resident of the damaged building, Yuliia Korniienko, said that due to the dismantling of the entrance, she is currently living in a dormitory and still has no information about compensation.

In a commentary to NikVesti, First Deputy Mayor of Mykolaiv Vitalii Lukov said that Oleksandr Sienkevych had instructed him to calculate the cost of housing in accordance with current standards and try to provide for these funds in the budget.

«Even if the city buys apartments for these people under a separate programme, we cannot focus on what they have lost, but only on the standards of living space they need. This can be either a larger or smaller area. For example, a family of five could live in a one-room apartment, but according to the standards, they need much more square metres. Therefore, the housing department and the department of housing and communal services have been instructed to study how much money is needed for this and try to provide for it in the budget,» said Vitalii Lukov.

According to him, compensation does not necessarily mean buying a new home — other options are possible, including renting.

«It does not have to be the purchase of apartments. It can be rented or leased housing or premises. This is because it is related to private property and legal regulations. It takes about a month to complete all the calculations. You need to get technical passports, calculate square metres, contact people, find out the number of registered persons, or check these data in the registers. It is also important to establish whether all residents are currently in the city,» the official said.

He also explained that it is impossible to take money from the reserve fund because it is private property, and the reserve fund is intended to deal with emergencies at public facilities, public buildings, and infrastructure.

«The city has a reserve fund. Can funds be allocated from it?» the journalist asked.


«No, not directly. The reserve fund is used exclusively for emergencies at public facilities, public buildings and infrastructure. Since we are talking about private property, it is necessary for council members to adopt a separate programme,» Lukov replied.

He added that the Cabinet of Ministers of Ukraine did not recognise this event as a regional emergency, so no funds will be allocated from the state budget.

«There are clear classifications based on the number of victims, the area of damage and other criteria. According to these rules, this situation does not fall under the definition of an emergency», explained Vitalii Lukov.

At the same time, the residents who have been resettled to the dormitory will continue to live there. According to Vitalii Lukov, the city authorities have no other options at the moment.

«So the people who are currently living in the dormitory will continue to live there?» the journalist asked.


«Yes, unfortunately, we have no other proposals,» concluded Vitalii Lukov.

NikVesti asked Artem Sapozhnyk, deputy director of the Mykolaiv Department of Housing and Communal Services, for a comment on the dismantling, but he did not respond.

Gas explosion in the Inhulskyi district

On 23 May, an explosion occurred in one of the apartments on the first floor of a five-storey building in Mykolaiv. As it later became known from the report of the Main Department of the State Emergency Service of Mykolaiv Region, a domestic gas leak occurred there.

In July, the executive committee declared the entrance of the residential building to be in a state of emergency. The residents of the five-storey building themselves contacted the editorial office, concerned that they did not know when they would receive compensation after the dismantling. In addition, other residents of the damaged entrance stated that due to the lack of clear information about the future of the building, this could lead to the collapse of the rest of the building.

At a session of the city council on 28 August, the deputies voted in favour of dismantling the emergency building.

Later it became known that more than 4.5 million hryvnias would be spent on dismantling the emergency entrance.

Residents of the emergency entrance also wrote letters of refusal to have the building dismantled. As a result, the work was temporarily suspended.
