Photo: NikVestiCommunities that want to use the services of a recycling plant for post-damage construction waste are offered two options for cooperation. In the first case, they can hand over the waste for recycling at a lower price, and in the second case, they can receive the recycled material back, but this option will be more expensive.
This was discussed during a briefing by the deputy directors of the Department of Housing and Communal Services, according to NikVesti.
According to the third contract between the Housing and Communal Services Department and UNDP, it will provide for the partial or complete dismantling of a number of facilities in Mykolaiv, the materials from which will be sent for recycling. However, the plant will also be able to accept waste from neighbouring communities.
«We discussed this with JICA, and they supported it. There are two main issues to be resolved here. Unfortunately, this is a cost for the communities, because we can only provide funding from the city of Mykolaiv for our waste. The second is what the communities will want from us. There are two options. The first is to provide us with waste and that's it. That is why the price will be slightly lower, because the material that will be obtained after processing will remain for the needs of the city of Mykolaiv. The second option is to give it to us for us to recycle and return the recycled material to them. It will be a little more expensive, because we have to ensure that our mechanisms work and then give them the appropriate sorted material. In my opinion, the second option would be logical for the communities that are close to the city of Mykolaiv in terms of implementing the resolution. But this is not their choice, as they say,» explained Ihor Nabatov.
He also reminded that the service is free of charge for Mykolaiv residents.
«It's free for the citizens, they don't have to pay anything. I know that we have cases when people come to us and bring it themselves, but these are very rare cases when there is such an opportunity. In fact, everything that needs to be removed within the city is provided by the municipal enterprises. And it is taken out by machinery,» he added.
The plant has processed 3,692 tonnes of debris from damaged buildings in Mykolaiv in the two months since it opened.
The new recycling plant for demolition waste was launched in Mykolaiv in the summer of 2025. In particular, the plant will be used for the needs of two other regions: Kherson region and part of Kirovohrad region.
The city authorities are also going to launch the production of construction materials that will be processed from demolition waste and used to repair the city's infrastructure.
Demolition waste in Mykolaiv region
By the end of 2023, Mykolaiv region is among the six regions most heavily contaminated with demolition waste: it covers an area of more than half a million square metres in the region. Currently, some of this waste is stored at landfills, while others are still at the sites of destruction. This is harmful to the environment of the region: the destruction waste pollutes water, soil, and air. As of the end of November 2023, 57 hectares of the territory of Mykolaiv region were littered with construction waste caused by shelling. At the same time, the Department of Housing and Communal Services of Mykolaiv reported that by the end of 2023, the city should receive a special unit for shredding demolition waste.
In 2023, five temporary storage sites for demolition waste were identified in Mykolaiv region.
Plans to build a plant in Mykolaiv Region to recycle construction waste generated by enemy shelling were announced two years ago, in the summer of 2023. The plant was supposed to process construction waste from two regions: Mykolaiv and Kherson. This was stated by the head of the Shevchenkove community, Oleh Pylypenko. And the Shevchenkove community wants to deal with the disposal of hazardous demolition waste containing asbestos.
In particular, it was reported that the Japanese international cooperation agency JICA plans to build a solid waste recycling plant in Mykolaiv, having donated construction waste processing equipment worth about €5 million to the city. The project to build a construction waste recycling plant in Mykolaiv was expected to start in early 2025, with staff training to begin in autumn.
As of 1 July 2024, almost 6,000 tonnes of construction waste was generated in Mykolaiv region due to Russian shelling.
