Odesa region is among the three regions with the highest number of fines due to violations of military registration rules

Odesa region is one of the first in Ukraine in terms of the number of proceedings opened due to violations of military registration rules. There are almost four thousand such cases in the region, while in Mykolaiv region there are just over a thousand, and in Kherson region there are 137.
This is evidenced by analytical data from Opendatabot, according to NikVesti.
Kyiv has the highest number of violations — 7163 cases (15%), followed by Sumy region (4251, or 9%), Odesa region (3995, or 9%), Dnipro region (3846, or 8%) and Kharkiv region (3349, or 7%).
The lowest rates are recorded in the west of the country and in the area of active hostilities: Lviv region — 626, Rivne region — 464, Ivano-Frankivsk region — 315, Kherson region — 137, and in Luhansk region — 11 cases.
In total, as of the beginning of October 2025, more than 47,000 proceedings have been opened in Ukraine, of which more than 14,400 have already been completed. On average, territorial recruitment centres open about 4.5 thousand new cases every month, and July was a record month with almost 7.6 thousand proceedings.
The vast majority of those fined are men aged 25 to 45 (approximately 80% of cases). Women account for only 98 cases, or 0.2% of the total. Since 31 July 2025, when the new rules of military registration for women with medical or pharmaceutical education came into force, 26 such proceedings have been opened.
The record holder in terms of the number of fines was in Sumy, which opened nine proceedings against two men and eight against another, which is currently the highest in the country.
As a reminder, in June 2025, Odesa region was among the five regions with the highest number of fines — more than 2,400.
