Waiting for donors: residents of a damaged house in Zavodskyi district of Mykolaiv cannot apply for compensation

Residents of the house at 3/2 Zavodska Street in Mykolaiv damaged by hostile shelling cannot apply for compensation through «Diia». The reason for this is the unrepaired common areas that were also damaged during the shelling.

This was announced by Viktor Dmytruk, head of the Zavodskyi district administration, during an online briefing.

He was approached by residents who reported that the windows and roof of their house were damaged, and commission reports were drawn up. However, people cannot submit the documents to «Diia». Viktor Dmytruk replied that there are still unresolved issues with the building. The legislation stipulates that the inspection of housing is possible only after the common areas are restored.

«When the common areas are damaged, the safe movement of the compensation commission is prohibited until they are restored. Therefore, the administration's commission cannot go out and inspect the homes of the affected residents», said Viktor Dmytruk.

According to him, donors have agreed to help with the reconstruction, but are in no hurry to carry out the work.

«We are currently negotiating with donors, with ACTED (the French non-governmental humanitarian organisation ACTED, — note), which has expressed a desire to put the public areas at this address in order, but there are some difficulties with the management of this company. We are in constant contact with them, working on the comments that arise and hope that the issue will be resolved.» This is a matter for donor organisations, and we can't put pressure there, so please be understanding, said the head of the district.

As a reminder, three residential buildings at 35 Zavodska Street were the first homes in Mykolaiv to be completely dismantled after Russian shelling. For a long time, the residents refused to accept the demolition, fearing they would be left homeless, but eventually they all agreed. We also remind you that it is promised to complete the reconstruction of all 54 apartment buildings damaged by shelling in Mykolaiv in less than a year — by April 2026.

As you know, Mykolaiv is one of the five communities selected under the grant project «Housing Repairs to Restore People's Rights and Empowerment «HOPE», funded by the World Bank.

In total, the city authorities submitted 224 houses for competitive selection, of which 54 were selected and divided into 21 clusters. UAH 150.3 million will be spent on their design under the HOPE project.

At the same time, the city council is not sure that they will have time to rebuild all fifty houses by 2027.
