Zelenskyy signs law allowing humanitarian transport to be used for passenger transportation

President of Ukraine Volodymyr Zelenskyy has signed a law allowing municipal carriers to use vehicles received as humanitarian aid for passenger transportation.

This was reported by the press service of the Verkhovna Rada.

The law allows municipal enterprises — carriers of motor vehicles and urban electric transport — to use humanitarian buses, electric buses, trolleybuses, trams and metro cars for the transportation of passengers and luggage.

This applies to the period of martial law and 12 months after its end.

Humanitarian transport cannot be sold or transferred to other persons, except for free transfer to another recipient of humanitarian aid.

The law also stipulates that such use of transport is not considered commercial activity. It is stated that the purpose of the law is to effectively meet the transport needs of the population, while maintaining the intended purpose of the aid.

As a reminder, about 90 communities in 13 regions of Ukraine have received public transport from benefactors, but cannot use it to transport passengers due to a legislative conflict.
