The Ministry of Defence has drafted a bill that provides for the demobilisation and rotation of military personnel during martial law. However, the General Staff of the Armed Forces of Ukraine has expressed objections to this document.

According to «Ukrainian Truth», the department confirmed in January that the draft law was ready. However, the General Staff is concerned about the potential consequences of its implementation. According to the military leadership, the simultaneous dismissal of a large number of soldiers will lead to a serious reduction in the army's combat strength.

It is a possible demobilisation of 108,000 soldiers, including 14,000 officers. Journalists received this information from several MPs.

To date, the situation has not changed: despite the document's readiness, it still lacks the support of the General Staff. The Armed Forces emphasise that the adoption of such a law is possible only if the army is sufficiently manned to wage war with Russia.

Back in 2023, Defence Minister Rustem Umerov announced that full demobilisation for servicemen would be possible only after the war. However, as long as the war is ongoing, the military will be able to get «respite or partial discharge».
