No money in the state budget — RMA explains why school reconstruction in Mykolaiv was suspended

The reconstruction of Lyceum №60 in the Varvarivka neighbourhood has been suspended because the state budget does not currently have the funds for it.

Prior to that, the work was funded by the Fund for the Elimination of the Consequences of Armed Aggression, Andrii Hreits, Director of the Department of Architecture and Capital Construction of the RMA, explained in a commentary to NikVesti.

«In 2024, 70 million hryvnias was allocated. We managed to use part of it. Therefore, the funds that were not used were returned to the state budget at the end of the year. This year, the liquidation fund was not funded at all because there were no funds. That is, the year 2025 has fallen out altogether»," explained Andriy Greits.

According to him, funding is promised to be resumed in 2026.

«I talked to the Ministry of Finance last week. Next year, the liquidation fund will be replenished again, and they will fund all the projects that remained unfunded in 2024,» he explained.

If the money is allocated early next year, the reconstruction period will be pushed back by a year — in the summer of 2026.

«The work was supposed to be completed in August this year to start the educational process, but there was no funding for a whole year. If the funding is available early next year, we will complete the work as planned only in 2026. This is subject to timely funding», said the director of the department.

Reconstruction of Lyceum №60

The school was destroyed in July 2022. The attack destroyed one of the lyceum's buildings and damaged the nearby playground.

In December 2023, the RMA's Urban Development Department announced a tender to rebuild the destroyed building of Lyceum №60 in Varvarivka. The contractor was «Construction Company «Interbud», which offered to carry out the work for 102.5 million hryvnias.

This year, the government has allocated 76.6 million hryvnias for the reconstruction of the school. The contractor began rebuilding the lyceum in the summer of 2024. The work is scheduled to be completed in August 2025.

According to the project, which was provided to NikVesti, the lyceum plans to build a new three-storey building. On the ground floor, there will be a cloakroom, classrooms, a library reading room, a choreography room, bathrooms and utility rooms. On the second floor, there will be classrooms, the principal's office, bathrooms, physics and chemistry classrooms, a chemistry laboratory, a gym, a shell room, bathrooms and utility rooms. On the third floor, there will be a rehearsal room, assembly hall, locker room, teacher's room, resource room, biology classroom and laboratory, gymnasium, classrooms, bathrooms and utility rooms. The new building is also planned to have a lift.

It is worth noting that the school was the first object of the city's programme «Warm House». It was opened in autumn 2018 after renovation. It is worth noting that the Russian Federation launched a missile attack on another building of the institution.
