Mykolaiv is looking for a donor to build a new paediatric diagnostic centre for ₴789 million: the Spanish are interested in the project

Mykolaiv plans to build a new diagnostic centre on the premises of the city's Children's Hospital №2 at 5 Riumina Street. The local authorities are looking for a donor to finance this work.
To this end, they have already developed a project and estimated the new construction at 789.8 million hryvnias. This data is published in the DREAM digital system.
«We received the project documentation at the end of 2024, and it passed the examination. We have now uploaded this project to DREAM. The facility is very large — it costs 789 million hryvnias,» Oleksii Savchuk, Director of the Capital Construction Department of the City Council, told NikVesti.
He explained that the construction envisages the erection of a new three-storey building with a radiation shelter that will accommodate more than half a thousand people.
«We understand that we have a very large building — it is three storeys above ground level and one storey below ground. It also includes all energy-efficient technologies, even solar panels, I think. There are also three lifts, including one that will go down to the basement. In the basement, we will have a dual-purpose building with the protective properties of a radiation shelter with a capacity of 547 people.
The entrance section, offices of specialised doctors, all the necessary sanitary and hygienic facilities, manipulation rooms, trauma rooms, rehabilitation rooms, surgical rooms, household and administrative premises will be located there,» said Oleksii Savchuk.
Several donors are planned to be involved in the construction of the new children's diagnostic centre, as the cost of the project is too high for just one source of funding, he explained.
«We are currently looking for donors. Most likely, it will be more than one donor, because the amount is very large and we understand that we need co-financing. We are currently looking for it,» added the UCS director.
Director of the Children's Hospital No. 2 Liubov Savchuk explained to «NikVesti» that the construction of such a centre would allow all specialised doctors to be concentrated in one building, which would be convenient for medical examinations of children in particular.
- It's simple. Currently, we have outpatient departments scattered throughout the city: on Sadova, Dekabrystiv, Kurortna, and Sportyvna streets. That is, all outpatient departments are currently located in different parts of the city.
This will be much more convenient for parents, especially when the pre-school check-ups begin. This will allow them to come to one place instead of running around the city. You understand that in the context of the staffing crisis, I cannot put an ophthalmologist or a cardiologist in each department. In general, there is no such number of doctors in the city,» explained Savchuk.
She also says that the cost of building the centre can be reduced by dividing the project into separate construction and equipment of the hospital.
Deputy Mayor of Mykolaiv, Anatolii Petrov, told NikVesti that Spanish partners are considering the possibility of financing this project.
«We just met with foreigners to show them the project and signed a memorandum of cooperation between Mykolaiv and Spain. But this doesn't mean anything yet, because they will try to find funds and build it themselves. But I don't know if they will, if they will succeed,» said Anatolii Petrov.
Children's diagnostic centre in Mykolaiv
In March 2023, Iryna Shamrai, head of the city council's health department, announced plans to build a modern children's diagnostic centre and a bomb shelter with an underground passage to the inpatient unit. According to her, the facility will be open from 8am to 8pm.
And in April, the working group on the development of the Comprehensive Recovery Programme for Mykolaiv considered proposals for the reconstruction of the city submitted by the city council's health department. Among them was a modern diagnostic centre for children.
Later, the head of the city council's health department, Iryna Shamrai, said that the creation of a children's diagnostic centre was now approaching the project development stage.
«It is planned to build a bomb shelter with a transition to the main inpatient building, three floors of the diagnostic centre's superstructure. It will be a polyclinic children's department. This way, one institution, the regional children's hospital, will be at one end of the city, and the other institution will be here. This way we will cover the entire child population. If a routine medical examination is needed, we concentrate everything in one city to make it convenient for both parents and young patients», the head of the department said at the time.
At the same time, we would like to inform you that a building in the Central District of Mykolaiv will be demolished to make way for a new medical complex near Children's Hospital №2. The decision to write off the non-residential premises at 7/7 Admiral Makarov Street, which was built in 1976, was made on the basis of an expert opinion that the premises were unsuitable for further use.
