The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, officially appealed to the Russian Ombudsman, Tetiana Moskalkova, with a request to open criminal proceedings against the Russian military for the brutal treatment of Ukrainian prisoners of war in the Kharkiv region.

He said this on the air of the Yedyni Novyny telethon, Ukrinform cites.

«I officially appealed to Moskalkova to demand that she open criminal proceedings by Russian law enforcement officers against Russian soldiers,» said the ombudsman.

Dmytro Lubinets emphasized that, according to the Geneva Conventions, law enforcement agencies must open criminal proceedings in such cases. At the same time, he doubts that Russia will do it.

«Of course, after we receive, if we receive, an answer, it will most likely be negative for us. But then the Russians will once again confirm that the refusal to open criminal proceedings against their soldiers is a violation of international humanitarian law by the Russian law enforcement officers,» he noted.

Dmytro Lubinets added that «we have not used similar mechanisms before.»

The ombudsman also emphasized that the UN and the International Committee of the Red Cross were informed about the case of ill-treatment of Ukrainian prisoners of war by Russian servicemen.

We will remind that the Russian occupiers in the northern part of Vovchansk in the Kharkiv region are taking civilians captive, there have been recorded cases of shootings of the civilian population.

Dmytro Lubinets said that 1,700 civilians are being held in Russia, of which almost 900 have been confirmed by the International Committee of the Red Cross.
