Bereza on the idea of separating sports schools and yacht moorings

City councillor Oleksandr Bereza supported the idea of demarcating the areas of sports schools and yacht mooring facilities in Mykolaiv, stating that without this, the city would continue to have neglected infrastructure along the waterfront.
He made these remarks on 28 May during a session of the Mykolaiv City Council, according to NikVesti.
As is known, a draft resolution was submitted to the councillors for consideration regarding granting the municipal enterprise «Timeset» permission to develop technical documentation for the division of the sports school and yacht mooring areas.
According to the councillor, he initially joined the special commission believing that the issue concerned restrictions on children’s water sports. However, he changed his position during the discussions.
«I began my work in this working group with the understanding that schools were being deprived of the opportunity to engage in water sports. But whilst working on this issue, I realised that if we do not move this process forward and do not make a distinction between sports schools and mooring facilities for watercraft, we are simply preserving the status quo,» said Oleksandr Bereza.
He noted that for years, some of the jetties had fallen into disrepair, and the moorings themselves were being used in a non-transparent manner.
«The facilities on these piers were falling into disrepair. These moorings were used in a non-transparent manner by those who had access to these piers,» stated the councillor.
In his view, some of the areas need to be modernised and modern piers created for mooring yachts and developing maritime tourism.
«From the point of view of transforming this area into a modern pier, so that we can receive and moor yachts and develop Mykolaiv as a city of maritime tourism — this is necessary,» he added.
At the same time, the councillor acknowledged that during the war this issue is not a priority, but the city must already be planning its future development.
It should be noted that the city council has been discussing the demarcation of the territories of the «Atlant» and «Olimp» sports schools and the mooring bases for small vessels for over a year. Part of the territory is planned to be allocated for the mooring of private yachts, and the maintenance of the jetties is to be transferred to the municipal enterprise «Timeset». In particular, the city council has set up a special working group and a temporary commission to inspect the activities of the sports schools and boat mooring facilities. During the inspections, issues were identified regarding the maintenance of hydraulic structures, the transparency of fundraising, and the compliance of the facilities’ operations with legal requirements.
The city council emphasises that sports schools should focus on training children, and that commercial activities relating to boat mooring should be separated. At the same time, yachtsmen and some councillors have highlighted the risks to the operation of the sports infrastructure.
The city council also warned that, due to the unresolved situation, some of the mooring facilities for small and sports boats may not open this season.
During the session on 28 May, Mayor Oleksandr Sienkevych reacted emotionally to the issue being postponed yet again and stated that he was «washing his hands» of the matter due to the constant delays. Some councillors insisted that the issue required further investigation due to potential violations and risks to children’s safety.
