Photo: "NikVesti"The head of the parliamentary committee on finance, tax and customs policy, People's Deputy from Servant of the People Danylo Hetmantsev called the head of the Mykolaiv Regional Military Administration Vitalii Kim a statesman and a man of action, of whom «there should be as many as possible at the central government level».

The article discusses the political prospects of the Association of Frontline Cities and Communities (AFCC), which was created in August 2025. Its public faces are Kharkiv Mayor Ihor Terekhov and Mykolaiv Regional Military Administration Head Vitalii Kim, but its behind-the-scenes ideologist is Servant of the People parliamentary faction leader Davyd Arakhamiia.
According to the Association's website, it is «a nationwide platform designed to strengthen cooperation between local authorities in frontline territories to protect people and ensure the development of communities that are under daily attack from the war». The organisation is headed by Kharkiv Mayor Ihor Terekhov, although, according to the Association's media resources, there is another «front man» alongside him — the head of the Mykolaiv Regional State Administration, Vitaliy Kim.
It is noted there that after becoming the head of the Association, Ihor Terekhov began to comment on the topics of mobilisation, support for internally displaced persons, taxes, and even the economic forum in Davos. Vitalii Kim has also become much more visible in the information space, although he had avoided excessive media activity for some time before that.
Such initiatives of the Association are supported by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, People's Deputy from Servant of the People Danylo Hetmantsev, who was present at at least two events of the Association, the article says. In recent months, he has increasingly touched on social issues in his rhetoric.
«At the level of Ukraine's central government, there should be as many statesmen and people of action as possible. I undoubtedly include Ihor Terekhov and Vitalii Kim among them. I am not a representative of local government and therefore cannot even theoretically join this Association. Therefore, for my part, I can only promise any association, including frontline cities and communities, my full support in resolving their statutory issues,» Danylo Hetmantsev commented to RBC-Ukraine on his involvement in the AFCC.
It should be noted that both Vitalii Kim and Ihor Terekhov's entourage currently emphasise that the Association of Frontline Cities and Communities is not a political project.
We would like to remind you that when asked by a correspondent from NikVesti, Kharkiv Mayor Ihor Terekhov said that the Association of Frontline Cities and Communities was created for dialogue with the government and to resolve regional issues, not to realise political ambitions.
