EU guarantees financial assistance to Ukraine until 2027, Zelenskyy says

Photo: OPPresident Volodymyr Zelenskyy said that the European Union had committed itself to providing financial assistance to Ukraine until 2027 inclusive and confirmed the political will to use frozen Russian assets for the benefit of Ukraine.
The Head of State made this statement following the European Council meeting in Brussels.
Volodymyr Zelenskyy stressed that one of the main achievements of the summit was the unanimous decision of the EU member states to continue financial support for Ukraine not only for the next year, but also in 2027.
He also reported significant progress in the use of frozen Russian assets. According to the President, the EU has expressed its political support for the use of these funds for Ukraine's defence. Now the European Commission has to work out the technical and legal details of the implementation of this decision.

Photo: OPIn addition, the President noted that positive results are expected in strengthening Ukraine's air defence. The details have not yet been disclosed, but Volodymyr Zelenskyy noted the partners' readiness for operational cooperation.
Work is also underway with partners to support Ukraine's energy sector, including the restoration of damaged facilities and the supply of necessary resources.
Other outcomes of the summit included the final adoption of the 19th package of EU sanctions against Russia. Volodymyr Zelenskyy thanked for this decision and said that Ukraine would synchronise this package in its jurisdiction. He also called on the UK, Norway and Switzerland to join these restrictions.

The President added that Ukraine is already starting to work on the next sanctions package together with the European Union and partners, as Russia must suffer tangible economic consequences because of the war.
Earlier, President Volodymyr Zelenskyy called on the participants of the European Council meeting to adopt a mechanism for the use of frozen Russian assets. According to him, the proposed model «is legal and fair» and is based on the idea of future reparations.
He is convinced that European countries now hold significant funds that can not only strengthen Ukraine's resilience but also contribute to the development of the EU countries themselves.
At the same time, Belgium has blocked the European Union's €140 billion «reparations loan» to Ukraine, which was to be financed by the proceeds of frozen Russian assets. EU leaders have postponed consideration of the issue until December, which means that Ukraine will not be able to receive the funds in early 2026.
