Liliia Pashynna, Head of the Congress of Local and Regional Authorities under the President of Ukraine, explained that the creation of military administrations may be justified in cases where local councils are not actually working.

She said this during a briefing after the Congress of Local and Regional Authorities under the President of Ukraine on 7 October, according to NikVesti.

As it is known, on 6 October, President of Ukraine Volodymyr Zelenskyy criticised the inefficiency of some local councils in his address and warned that if the leaders failed to act, the central government would take appropriate decisions.

The head of the Congress, Liliia Pashynna, explained that the word «efficiency», which the president spoke about, means, first of all, the presence of all deputies and the ability of local authorities to implement state mechanisms on the ground.

«Perhaps I will add efficiency. First of all, we are talking about the presence of all deputies: if the council does not meet, then there is no question of efficiency at all,» she said.

She also pointed out that some communities do not use state opportunities, for example, they do not apply for participation in programmes or funding.

«Secondly, it concerns state mechanisms that are created as an incentive for all regions, and in some cases for specific territories. It is very important that these mechanisms are immediately supported and implemented on the ground. For example, certain actions are required to support veterans, but some communities have not implemented them. There were cases all over Ukraine when the state allocated funds for the purchase of buses, but the documents were not submitted, thinking that the buses would be bought by themselves. This is what is usually meant by «deficiency»,» said Liliia Pashynna.

As a reminder, the head of the Mykolaiv Regional Military Administration, Vitalii Kim, commenting on the president's statement, said that Mykolaiv is not currently considering the establishment of a city military administration.

As you know, in September, the Mykolaiv City Council failed to hold plenary sessions several times due to the lack of a quorum. At the time, the head of the regional administration Vitalii Kim called the work of the deputies «a sham» and urged them not to delay the adoption of decisions important for the city.
