Sienkevych wants to eliminate anti-corruption and energy departments in Mykolaiv city hall

The draft of the new structure of the executive bodies of Mykolaiv City Council, proposed by Mayor Oleksandr Sienkevych, provides for the liquidation of the Anti-Corruption Department and the Energy Department, which were created at the beginning of the mayor's first term.

On 22 April, the mayor of Mykolaiv, Oleksandr Sienkevych, presented a draft structure of the executive bodies of the Mykolaiv City Council. When presenting it, he drew attention to the fact that the new structure will not have two divisions, namely: The Department of Internal Financial Control, Supervision and Anti-Corruption, and the Department of Energy, Energy Saving and Implementation of Innovative Technologies.

As is known, these units were formed in early 2017 as a compromise between the political forces that entered the Mykolaiv City Council after the 2015 local elections. «Igor Dyatlov's Opposition Bloc» ran for election with the programme «Warm House» and received the Department of Energy, while Mayor Oleksandr Sienkevych promised to fight corruption and illegal kiosks and advertising, for which he created an anti-corruption department.

The draft of the new structure of the city hall envisages a reduction in the number of executive bodies of Mykolaiv city council. In particular, it concerns these two departments, whose functions will be divided into several divisions.

As for the Energy Efficiency Department, Oleksandr Sienkevych stated that it will become a department within the Capital Construction Department.

The functions of the Anti-Corruption Department will be divided between two newly created departments: the Internal Audit Service and the Inspectorate for Public Works.

«The anti-corruption department will be divided, it is already divided. There will be an internal audit service and a separate inspection for landscaping. They will be separated. Those who will control the landscaping will actually be separated from those who have to deal with the numbers. We are removing the issue of demolition of billboards, kiosks and so on from the internal audit department, as these are not their functions. They were created as such a body, but they have outlived their usefulness. And this is what our respected MP Kiseliova says, she supported this when reforming our audit department, and I promised her that this would be done, we plan to do it," said Alexander Sienkevych.

It should be noted that in March, at a meeting of the Mykolaiv City Council, the deputies amended the regulations on the Department of Internal Financial Control, Supervision and Anti-Corruption, stipulating that its main tasks include providing independent opinions and recommendations based on the results of internal audits, monitoring and other control measures of the efficiency of activities and compliance with the law by the departments of the City Hall regarding the efficient use of municipal property and budget funds.

What else does Sienkevych propose in the new structure of Mykolaiv City Hall?

Mykolaiv Mayor Oleksandr Sienkevych presented a draft of a new structure of executive bodies, which was developed in accordance with the recommendation of the Ernst & Young audit. The new structure envisages a reduction in the number of key spending units, liquidation and consolidation of departments. At the same time, the mayor's office cannot yet say how much the number of executive body officials and their maintenance costs will be reduced.

Earlier it was reported that the draft of the new structure of the executive bodies of Mykolaiv City Council envisages an increase in the number of deputy mayors to seven. It is planned to create the position of vice mayor for digitalisation.

The draft of the new structure of the executive bodies of Mykolaiv City Council provides for a reduction in the powers of district administrations, which will no longer be the main spending units.
