Trump's plan calls for Russia to return occupied part of Kharkiv region to Ukraine

The US plan of proposals for the settlement of the Russian-Ukrainian war stipulates that Russia should return the occupied part of Kharkiv region to Ukraine.

The document, titled «Framework for a Russian-Ukrainian Agreement», is the final US proposal for both Russia and Ukraine. It consists of four sections: ceasefire, security guarantees for Ukraine, territorial issues and economic aspects.

The agreement envisages a permanent cessation of hostilities, but the technical details of its implementation must be agreed upon by Russia and Ukraine after the document is signed.

The US proposals stipulate that Ukraine will not join NATO, but will be able to join the EU. The security guarantors will be both European and non-European countries.

In the territorial section of the agreement, the United States legally recognises Russia's control over Crimea, and in fact, over parts of Zaporizhzhia, Kherson, Donetsk, and Luhansk regions.

At the same time, Ukraine is to get back the occupied parts of Kharkiv region, the Kakhovka dam and the Zaporizhzhia nuclear power plant, but the latter will be controlled by the United States, and the electricity produced will be distributed between Ukraine and Russia.

In addition, Ukraine is guaranteed «unimpeded passage along the Dnipro River and control over the Kinburn Spit».

In the economic sphere, Ukraine has to fulfil the terms of the agreement with the US on minerals. In addition, it provides for measures to restore the country and financial compensation, although the mechanism for their implementation is not specified in the document.

Earlier, The Telegraph reported that Kyiv's requirements for a potential peace deal, which consist of five points and differ from the US plan, were revealed.

As a reminder, US President Donald Trump has presented «a final proposal» for a peaceful settlement of Russia's war against Ukraine. Axios stated that it includes a freeze on the frontline and security guarantees for Ukraine.

Earlier, US President Donald Trump commented on Volodymyr Zelenskyy' s statement, in which the Ukrainian leader stressed that Ukraine would never legally recognise the annexation of Crimea.

As reported, the Financial Times, citing three informed sources, wrote that Russian President Vladimir Putin is allegedly ready to back down from his previous demands for control over four Ukrainian regions, including Kherson.
