US offers Ukraine «final» peace plan with concessions to Russia — Kyiv disagrees

The United States has handed over to Ukraine a document containing the «final» peace proposal, which provides for the de facto recognition of part of the occupied territories by Russia, including Crimea.

This information was reported by Axios, citing sources familiar with the details of the negotiations.

The document, which was handed over to Ukrainian officials in Paris, calls the proposal an initiative of President Donald Trump. The US has said it will withdraw from the negotiations if an agreement is not reached soon.

According to the plan, Russia would receive official recognition of Crimea as part of its territory, control over most of the regions seized in 2022, the lifting of Western sanctions, and economic cooperation with the United States. Ukraine, on the other hand, would receive «security guarantees» without US involvement, partial return of territories, free navigation on the Dnipro, compensation, and US control over the Zaporizhzhia NPP.

In Kyiv, this proposal was perceived as biased and excessively favourable to Moscow. Ukrainian sources point to vague wording on security guarantees and unclear sources of funding for post-war reconstruction.

The document came after a lengthy meeting between Trump's special envoy Steve Witkoff and Vladimir Putin, during which the Kremlin allegedly agreed to «freeze» the front.

However, Ukraine is currently more interested in a short-term ceasefire for 30 days than in implementing the proposed plan.

Earlier, the Financial Times reported, citing three informed sources, that Russian President Vladimir Putin is allegedly ready to back down from his previous demands for control over four Ukrainian regions, including Kherson.
