Russia has handed over to the United States a list of demands that it believes could form the basis for an agreement to end the war against Ukraine and improve relations between Moscow and Washington.

Reuters reports this with reference to two sources familiar with the situation.

The content of the demands is not yet known, as is the Kremlin's position on the possibility of negotiations with Kyiv before they are adopted.

According to the sources, Russian and American officials have been discussing these demands in face-to-face and virtual meetings over the past three weeks. Moscow's demands were described as broad and similar to those previously made to Ukraine, the US and NATO.

Russia has made demands before:

  • Ukraine's refusal to join NATO.
  • A ban on the deployment of foreign troops on Ukrainian territory.
  • International recognition of the annexation of Crimea and four Ukrainian regions.
  • Restrictions on NATO's eastward expansion.

US President Donald Trump expects Vladimir Putin to respond to the 30-day ceasefire that Ukraine has already agreed to accept, provided Russia makes a similar move. Ukrainian President Volodymyr Zelenskyy called it the first step towards peace talks.

Vladimir Putin's position on the ceasefire is not yet clear, as the details of the agreement have not yet been agreed upon. At the same time, some US officials and experts fear that Russia could use the ceasefire to split the US, Ukraine and Europe, as well as to undermine the negotiation process.

Earlier, Bloomberg wrote that Russian President Vladimir Putin is likely to agree to a temporary ceasefire with Ukraine, but will try to delay the agreement of the terms.
