For the first time in four years, the mayor of Mykolaiv held an open meeting with his subordinates

On 12 January, for the first time since the start of the full-scale war, an open meeting of the mayor's staff was held in Mykolaiv, attended by deputies, advisers to the mayor, heads of departments, municipal enterprises and journalists.

First, the floor was given to Artem Vashchylenko, head of the expert and public council, who announced that the city is entering the final stage of preparing a plan to adapt the Mykolaiv community to climate change. According to him, the draft document already contains a list of practical measures, and at the end of February, it is planned to be submitted for consideration by the city council. Artem Vashchylenko also noted that Mykolaiv is a pilot city in this area — a similar document currently exists only in Kyiv.

The meeting also discussed support for small and medium-sized businesses. In particular, they talked about initiatives at the state level regarding changes for individual entrepreneurs. City council deputies have already prepared a draft appeal to the Verkhovna Rada on this issue, which they plan to consider in specialised committees.

Special attention was paid to the development of water infrastructure as one of the city's competitive advantages. In 2026, they plan to conduct an inventory of piers, berths and other hydraulic structures, as well as to address the issues of fishing and aquaculture. Representatives of the public council expressed concern about possible legislative changes that could complicate conditions for fishermen, in particular through the introduction of electronic permits and fines.

The heads of municipal enterprises reported on the work of the city's life support systems. Heating, boiler rooms and thermal power plants are operating normally, and in the event of prolonged power outages, backup power is used.

Mykolaivvodokanal reported an emergency shutdown of water supply in the Pivnichnyi and Soliany microdistricts.

They also announced statistics on citizen complaints. The 1588 call centre received 5,915 complaints during the year and provided about 20,000 consultations. The Facebook contact centre received 129 complaints in December 2025, most of them to the Mykolaiv Parks municipal enterprise.

Information on the dismantling of illegal advertising was also heard. In 2025, 1,034 advertising structures were dismantled in Mykolaiv, including 51 large-scale ones. Some of the structures are dismantled after the completion of court proceedings or due to weather conditions.

The CHP promised to repair the road on Pohranychna Street, but work has been suspended due to frost. As soon as the weather permits, the contractor will complete the repairs in 2-3 weeks, and the road will be fully open.

Demographic data was presented during the meeting. In 2025, 2,182 children were born in Mykolaiv, and 46 since the beginning of 2026. Over the past year, the number of internally displaced persons in the city has increased by 1,838. In total, since the start of the full-scale war, more than 50,000 IDP certificates have been issued in Mykolaiv.

They also reported on the completion of restoration work on the building at 8 Krylova Street, which was damaged by rocket fire, and on the demolition of the destroyed House of Culture in the Korabelnyi district, which is planned to be completed by the end of January.

The issue of road accessibility and condition was raised separately. In 2025, 12 of the planned 15 ramps were installed in the city, with another 3 postponed until 2026. The mayor instructed that the quality of pothole repairs on problematic sections be checked following complaints from residents.

Following the staff meeting, some of the issues were left under review and are planned to be reconsidered at subsequent meetings.
