The youth centre «Khvylia» in Mykolaiv City Council hosted a screening of the documentary «After the Era of Silence» about the work of anti-corruption bodies.

The film was created by hromadske journalists in partnership with the NACP and with the support of EUACI. It tells the story of the evolution of Ukraine's anti-corruption infrastructure — from total «silence» about bribes to the emergence of institutions (NABU, SAPO, NAPC, HACC) that are supposed to ensure transparency and accountability of the authorities.

The film shows, among other things, the most high-profile cases against corrupt officials, the tools for combating abuse, and the role of whistleblowers, investigative journalists and civil society in seeking justice.

Before the screening began, the mayor of Kyiv, Oleksandr Sienkevych, addressed the audience. He noted that corruption is not just an individual case, but a systemic phenomenon that needs to be changed at the level of structures and laws.

«Some of us face everyday corruption: going to the doctor and giving 50 hryvnias for a shot is part of our culture. But by and large, it is not. We encourage people to receive gifts or to do their job to the best of their abilities so that we can thank them. But in fact, the state should thank them in the form of a salary. The better they work, the better you get paid. All the issues are interconnected. Someone says: 'I'm not being paid normal money, I want to get more, so I think it's normal. I'm not saying I'm the greatest anti-corruption activist. At the meetings of the European Anti-Corruption Initiative, I said that it happens that people who promote anti-corruption actions usually turn out to be corrupt. The greatest sinners are the greatest prophets. It is important to understand that corruption is everywhere. Somewhere it is legalised and turned into lobbying when someone is interested, and this is legalised corruption. But this is a philosophical question. I believe that we need to change the governance structure and the decision-making structure so that those who make decisions do not benefit from it in any way. Then we can fight corruption. It's not about changing system elements or people, but about changing the rules of the system,» said Sienkevych.

The event was also attended by Volodymyr Deulin, Director of the Odesa Territorial Department of the NABU. After the screening, he joined the students in a discussion of the film and its relevance in the current environment.
